1. Discussion: Command Concerns (COMCONs) and Personnel Allowance
List Validation (PALVAL) are an integral part of the assignment process
during each assignment year (AY). These actions are conducted in concert with
unit commands and assignment officers to ensure the correct positions and
members are shopped during the AY. A valuable COMCON will address any
proposed billet changes, extensions, RELADs, or similar unit and personnel
requests.
2. Action: Unit Commanders, COs, and OICs are required to ensure their
XO/XPOs submit their unit's COMCONs IAW 1.C.1.b.5 of ref (a). The deadline
for submission is 01 Aug 22.
3. Procedures: EPM-2 created a comprehensive guide and template for commands
to properly submit COMCONs. To view the template and guide go to the EPM-2

The template and guide directed format is the preferred submission type.
