1. All members are highly encouraged to pursue at least one Special
Assignment during their career. These career broadening assignments
provide members valuable opportunities to represent their ratings,
network, and learn about other operational and mission support
activities. This makes them ideal candidates for future assignments
to highly visible leadership and management positions (e.g. Silver
Badge, OIC, School Chief).
2. This message solicits for candidates and outlines the application
process for members interested in Coast Guard Cyber Command (CGCYBER)
duty in AY23.
3. CGCYBER’s mission is to execute cyberspace operations in accordance
with joint doctrine in support of CG operations. Members will be
assigned to positions in the CGCYBER Operations Department (CPT, CMT,
Red Team, Blue Team, CSOC), CGCYBER’s detachment at U.S. Cyber Command
(USCYBERCOM), or CGCYBER’s detachment at the DHS Cybersecurity and
Infrastructure Security Agency (CISA). These positions are primarily
located at CGCYBER in Washington DC at the C5ISC
campus in Alexandria, VA; CISA Headquarters in Arlington, VA; U.S.
Cyber Command in Fort Meade, MD; and Coast Guard Island in Alameda, CA.
4. Eligibility:
a. Tour complete in AY23 and AY24. AY25 will be considered IAW program
needs. The tour length is typically four years and additional obligated
service may be required based on attendance of pipeline training.
b. All active duty E4-E7 (not above the cut for E8 at the time of the
application). Desired rank is E5-E7 but E4s will be considered IAW
CGCYBER and Cyber Mission Specialist (CMS) program needs. Applicants
should be aware that selection to CGCYBER Special Assignments does not
guarantee conversion to the CMS rating, but they should be prepared to
submit an application to convert to the rating. A member’s billet may
convert to a CMS billet during rating implementation.
c. Meets the requirements listed in reference (A), CH 1.E.2.
d. Must be eligible for a Top Secret (TS) security clearance with
access to Sensitive Compartmented Information (SCI). An in-scope
Single Scope Background Investigation (SSBI) or Tier 5 background
investigation is not required for application. Applicants are strongly
encouraged to reach out to CGCYBER’s Special Security Officer (SSO)
(HQS-DG-lst-CGCYBER-SSO@uscg.mil) to discuss any potential factors
that would prevent a successful adjudication TS/SCI clearance. One of
the leading reasons why security clearances in the United States are
denied is due to contact with foreign nationals.
e. Must be willing to complete a Counterintelligence Scope Polygraph
(CSP) with no significant response.
f. As best-qualified candidates are desired, CGCYBER reserves the
right to gap billets as needed if an insufficient number of qualified
candidates apply.
5. Process/timeline:
a. NLT 01 Jun 2022: Standard applications are emailed to EPM-2 at
HQS-SMB-PSC-EPM-2-SpecialAssignments@uscg.mil.
b. OOA 1 Aug 2022: Selectees will be notified via email.
c. The expected report date is 01 Jul 2023, but members may be
selected for up to 8 months pipeline training with a report date as
early as 01 Nov 2022.
6. Standard Applications: Members and commands should pay close
attention to the requirements listed in the standard application found
at reference (B). Incomplete or improperly formatted applications will
be returned. Deadline extensions will not be granted to correct errors.
Members should indicate their intention to submit an application to
lateral to the CMS rating in their application.
7. The Special Assignments AO will coordinate the release from
rating process. Applicants should not contact their detailer asking if
they can be released from rate.
