2. Waivers.
a. All Reserve members requiring a 30 year Time in Service waiver
will be automatically authorized to coincide with the tour completion
date of their respective Gold or Silver Badge assignment.
b. All Active Duty members serving as a Gold Badge CSEL will be
automatically granted a High Year Tenure (HYT) waiver authorizing
them to serve beyond their Professional Growth Point in order to
complete their tour and screen for a follow-on CSEL assignment. HYT
waivers will not be considered for E-9 Silver Badge CSELs. These
members must retire in accordance with COMDTINST M1000.4 (series).
Active Duty members serving as an E-8 Silver Badge CSEL can request a
HYT waiver in accordance with guidance published by CG PSC-EPM-1.
Silver Badge tour lengths for members nearing their PGP will be
shortened to align with the PGP as appropriate.

Officers for their willingness to serve in these critical leadership
positions.
