SUBJ: COMDT EARLY ACTION ITEM (EAI) FOR MARINE INSPECTOR
PERFORMANCE SUPPORT ARCHITECTURE (MIPSA) UPDATE 2
1. This ALCOAST announces the release of the Apprentice MI (AMI)
Shipboard Systems training courses. The new training is a blend of
sixteen (16) Self-Paced e-learning courses, Structured on the Job
Training (SOJT) lessons, and videos. MIPSA held a stand-down on 18
January 2022 for feeder ports to kick-off the new training program,
and non-feeder ports may contact their assigned Marine Inspector
Training Officer for guidance as needed.
2. This new blended learning replaces entry-level resident training
courses that previously required members to travel TDY. It is
important that collateral duties and other non-mission essential
activities be minimized for AMIs participating in the MIPSA program.
Further, commands are encouraged to adopt innovative schedules or
workplace arrangements that reduce distractions for those completing
the e-learning courses.
3. Six (6) vessel introduction e-learning courses (Small Passenger
Vessel, Barge, Inspected Towing Vessel, Port State Control, Foreign
Tank Vessel, and Foreign Freight Vessel) are also in development.
These new courses will introduce commonly inspected platforms to
AMIs after they complete the Systems courses. Vessel introduction
courses are scheduled to be completed in Fall 2022.
4. For experienced Marine Inspectors, twelve (12) advanced
inspection topic e-learning courses are being finalized and will be
available to all field personnel in 2022. Three (3) new advanced
resident courses are also in development: a Journeyman Marine
Inspector (JMI) course to be completed at the beginning of a marine
inspector's second tour; a Continuing Education course to be
completed triennially by all inspectors JMI and above; and a Chief
of Inspections Divisions (CID) course for all incoming CIDs. These
courses are expected to be pilot tested in Summer 2022-2023.
5. The continued efforts of FORCECOM, COMDT (CG-5P), COMDT (CG-7),
and the entire MI community have been integral to the success of
this effort, and we extend our sincere thanks to everyone who
participated in this critical project.
