SUBJ: UPDATE TO OFFICER ACCESSIONS, EVALUATIONS, AND PROMOTIONS
A. Officer Accessions, Evaluations, and Promotions,
COMDTINST M1000.3 (series)
1. This ACN announces immediate changes to REF (A).
2. Section 1.G.2.c is amended to read: "(2) Officers approved or
selected for designation as a provisional Reserve Component Manager
(RCM), and (3) Officers that have completed their active duty
service obligation, but have not completed their total 8-year
military service obligation."
3. Section 1.G.4.a is amended to read: "(1) Applicants who apply
for a Reserve commission within one year of resigning their Regular
commission, and who are appointed in the same grade previously held
in the Regular Navy or Coast Guard, shall be given the same date of
rank in that grade as was previously assigned to the officer while
a member of the Regular Navy or Coast Guard (14 U.S.C. § 3755). (2)
Applicants who apply for a Reserve commission within one year of
separation as a result of multiple non-selections on the ADPL, and
who are appointed in the same grade previously held in the Regular
Navy or Coast Guard, may retain the same date of rank and precedence
in that grade as was previously assigned or be given a date of rank
effective upon execution of an oath for a Reserve commission, as
determined by the Panel (14 U.S.C. § 3738)."
4. Questions or changes to REF (A) may be directed to Office of
Military Personnel Policy (CG-133) at:
HQS-PolicyandStandards@uscg.mil.
5. These changes will be made to the next revision of REF (A),
which will be released within the next year.
