Standard (11 May 2016)
1. Purpose. This message announces the promulgation of REF (A).
All personnel seeking Emergency Management Specialist (EMS)
qualification must complete REF (A).
2. Background. EMS qualification demonstrates an apprentice level
mastery of the knowledge and skills required to perform the duties
of an Emergency Management Specialist. This Performance
Qualification Standard (PQS) revision constitutes a major update
to REF (B), and more closely aligns with the knowledge and skills
required of Coast Guard Emergency Management Specialists.
3. Action. REF (A) is effective immediately. REF (B) is
hereby cancelled and replaced by REF (A). Those personnel who
have already commenced work towards REF (B) will have until 01
January 2023 to complete it. After 01 January 2023, REF (A) is
required for all members.
4. Changes. Major changes to REF (A) include a new layout,
updated line items and references, and a new certification code.
In addition, REF (A) is a form-fillable pdf; members may choose
to print the document for pen/ink entry, fill the document
electronically, or a combination thereof.
5. Certification Code. Members who complete REF (A) will earn
the "EMS" certification code. As part of this PQS update, REF (A)
changed the legacy "MARECP" certification code to "EMS". Members
who previously achieved "MARECP" certification via REF (B) or
legacy versions of the PQS do not need to complete REF (A).
Over the course of CY22, members who currently hold "MARECP"
certification will see "MARECP" change to "EMS" in Direct Access
and on their Employee Summary Sheet (ESS). Additionally, all
personnel who hold "MARECP" certification may serve as Verifying
Officers and board members for REF (A).
