SUBJ: SELECTION OF THE DEPUTY ASSISTANT COMMANDANT FOR
INTELLIGENCE (CG-2D)
1. I am pleased to announce the selection of Mr. Jeffrey
Radgowski as the Coast Guard's Deputy Assistant Commandant
for Intelligence (CG-2D).
2. The Deputy Assistant Commandant for Intelligence provides
executive direction, leadership, and management to the U.S.
Coast Guard Intelligence enterprise. The Deputy directs and
leads senior COMDT (CG-2) staff in the design and implementation
of policies, regulations, and procedures for conducting counter-
intelligence, intelligence collection, analytical activity,
intelligence support to cyber security, and ensures alignment
of those activities with operational requirements. Additionally,
the Deputy collaborates with agencies in and out of the
Department of Homeland Security, including the Department
of Defense and the Intelligence Community to coordinate and
facilitate the intelligence enterprise requirements for both
national security and law enforcement intelligence programs.
The Deputy implements processes to source and screen
proposed enterprise solutions, internal and external, including
new systems, technologies and strategies for improving
intelligence efforts and effectiveness.
3. Mr. Radgowski joins the SES ranks after supporting
the U.S. Coast Guard in many capacities over his 30 years of
military service as a commissioned officer. Mr. Radgowski was
selected because of his extensive intelligence background in
multiple specialty areas and expertise in international relations,
his deep understanding of Coast Guard Authorities and how they
can best posture the CG Intelligence Enterprise in the future,
and his demonstrated leadership ability inside the Coast Guard
and across the Inter-Agency and Joint Force. Mr. Radgowski was
highly instrumental in the development of CG's Cyber, Western
Hemisphere, and Arctic strategies. He has supported many
aspects of the IC and National Security Councils as a Coast Guard
Attache in Russia and Venezuela where he aligned Service
efforts with national security strategy priorities. As
the first Coast Guard Attache in Moscow, Mr. Radgowski led
cooperative large-scale actions with Russia on the Arctic such
as pollution prevention and preparedness, and countering illegal,
unreported, and unregulated fisheries. Also, during his tenure
in Moscow, Mr. Radgowski was highly influential in improving
partnerships across the other federal agencies to help advance
key U.S. Government Arctic priorities in the region. His work as
the Acting Senior Defense Official to Venezuela was instrumental
in achieving record counter-narcotics interdictions due to his
ability to build and integrate coalitions with allied and partner
nations.
4. Mr. Radgowski was instrumental in establishing a holistic organic
Intelligence Specialist (IS) rating for the CG and championed the
necessity for targeted incentives including bonuses, foreign
language proficiency pay, and deployment sea-pay. His actions
also ensured appropriate infrastructure, including adequate
technological support for the rating, especially cryptologic units.
With his steadfast leadership, he helped to elevate Service
awareness and commitment to the value of the IS rating.
Additionally, Mr. Radgowski served as the Deputy National
Cryptologic Representative in Afghanistan where he and his several
hundred-person unit provided actionable information to the U.S. and
Coalition Forces and Special Operations to support the stand-up of
the Afghan Security Forces.
5. Mr. Radgowski will become a member of the U.S. Coast Guard
Senior Executive Service on 2 JAN 2022.
