1. This ACN announces the promulgation of REF (A), which implements
a Support Equipment (SE) Weight and Material Handling Program.
This includes the establishment of a Support Equipment Product
Line (PL), using Coast Guard personnel and best practices, to first
and foremost prevent the next Weight Handling and Material Handling
Equipment (WHE/MHE) MISHAP.
2. As an outcome of REFs (B) and (C), COMDT (CG-4) chartered the
Support Equipment Working Group and tasked the Logistics
Transformation Program Integration Office (LTPIO), established
in REF (D), to lead members from the Coast Guard's aviation,
surface, and shore operations and mission support communities to
evaluate the Class A MISHAP at an ATON unit that led to the death
of an active duty service member and multiple WHE/MHE MISHAPS.
They were also tasked to implement a program and Product Line
charged with correcting the leading causes of MISHAPs, which
include: lack of supervision, training and proficiency, and
maintenance of Support Equipment.
3. The Office of Logistics, in COMDT (CG-44), is designated as
the Program Manager for the sustainment of Support Equipment.
4. The LTPIO will lead the transformation of WHE/MHE to the Coast
Guard Mission Support Business Model for operational and mission
support readiness, in accordance with REF (E).
5. The Support Equipment Product Line (SEPL) organization will
work to consolidate guidance contained in several disparate
Commandant Instructions and Logistics and Service Center process
guides over the next two years into an authoritative Support
Equipment Operations Manual (SEOM) with proficiency and lift
procedure standards.
6. The SEPL organization will complete the development of
Deputy Commandant for Operations (DCO)/Deputy Commandant for
Mission Support (DCMS) approved requirements and asset laydown
lists, which will enable the standardization of the fleet of
WHE/MHE. This will significantly improve the readiness and
safety of operations through the employment of qualified and
proficient performers, risk assessed and professionally
supervised operations, and properly maintained and supported
equipment managed within the Asset Logistics Management
Information Systems (ALMIS) Electronic Asset Logbook (EAL).
7. For Technical Assistance or requests for authorization of
additional or new WHE/MHE, units should submit a Technical or

8. Over the next year, units shall support onsite visits by LTPIO
deployed equipment condition assessors, who will enroll all WHE/MHE
and coordinate the training of units on WHE/MHE information
management processes in ALMIS EAL. This will be the first of
several efforts to standardize WHE/MHE asset types as well as human
performance, command supervision, risk assessment, and maintenance.
