1. This ACN announces the promulgation of REF (A).
2. REF (A) describes the methods and policies for supporting Active
Component (AC) forces when insufficient AC capacity or capability
exists. It outlines assessment methods to assist decision makers
and planners in optimizing personnel usage during a contingency
response, describes the processes by which reservists transition
to active duty (AD) and release from active duty (RELAD) upon the
completion of that period of AD, and provides an understanding of
the personnel actions necessary to support contingency response
operations when under either the Department of Homeland Security
(DHS) or the Department of Defense (DoD).
3. No paper distribution will be made of REF (A), but it is
