1. This ACN announces the promulgation of REF (A). REF (B) is
now canceled. REF (A) provides guidelines on the detail of CG
civilian employees within the CG; to other federal agencies
(including DHS components); international organizations; and
the transfer of civilian employees to international organizations.
2. The updated instruction provides information on processing
details. This policy also describes management's responsibilities
when requesting a detail.
3. The major updates in the Commandant Instruction include the
following changes:
a. Designates a responsible office for approval of details.
b. Updates documentation requirements for processing a detail.
Supervisors must submit a Standard Form (SF-52) for details in
excess of 30 days. The SF-52 must be submitted to their servicing
Human Resources Specialist.
c. Highlights procedures for requesting an external detail.
DHS must approve detail opportunities to entities outside of DHS.
d. Assigns responsibility of approving non-reimbursable details
to COMDT (CG-83). Reviews requests for reimbursable and non-
reimbursable details to ensure appropriate funding.
e. Provides guidance about employee details external to DHS.
A summary chart is provided that lists the approving authority
for details outside of CG.
4. Supervisors, employees, and military members are encouraged
to review the updated instruction and references.
5. This message will be cancelled on 18 NOV 2022.
6. Questions and comments regarding the Detail of Appropriated
Fund Civilian Employees in the Competitive and Excepted Service
Commandant Instruction may be referred to the servicing center
Human Resources Specialist or the servicing field Human Resources
Specialist at: Contact Us (CG-121) Office of Civilian Human
