1. Per REF (A), this ALCOAST recognizes those CG units and law
enforcement officers for exceptional performance during Operation
Dry Water (ODW) 2021. ODW is a National Boating Under the Influence
(BUI) Awareness and Enforcement Campaign. This annual weekend-long
operation occurs immediately before or after the 4th of July holiday
(this year's operation was from 2-4 July 2021), which provides
heightened awareness and enforcement of BUI violations. Per REF
(B), BUI is the leading contributing factor in recreational boating
deaths and injuries. Among all participating federal, state, and
local agencies, this year's ODW made contact with nearly 115,000
recreational vessels and 328,627 boaters, resulting in 9,495
citations, nearly 33,000 safety warnings and 638 BUI arrests, which,
despite the operational impacts of COVID-19 and the unfavorable
weather conditions during the July 4th weekend across much of the
nation, was an outstanding enforcement effort. ODW is funded
through a grant from the Sportfish Restoration and Boating Trust
Fund to the National Association of State Boating Law Administrators
(NASBLA). NASBLA will release their final report and awards at
their upcoming Annual Conference in Pittsburg, PA.
2. I heartily commend all 192 Coast Guard units that participated
in ODW 2021, and I want to note the following outstanding
performers:
    a. Two Sectors participated. (Since ODW reporting requirements
have Stations report separately from the parent Sector, it is
acknowledged that Sector members put in a lot of effort for ODW in
support of their Stations.)
Outstanding Sector: Sector Los Angeles/Long Beach Boarding Team
contacted 32 vessels and issued 2 warnings.
Honorable mention: Sector North Carolina augmented Charlotte
Mecklenburg Police Dept. Alcohol Beverage Control, Lake Wylie Unit,
contributing to 28 vessels contacted.
    b. Twenty four Cutters participated.
Outstanding Cutter: CGC WAHOO (WPB-87345) contacted 64 vessels and
450 persons, resulting in 3 BUI cases with a high BAC of 0.194.
Honorable mentions: CGC SEA LION (WPB-87352) contacted 25 vessels
and 55 persons, and CGC BONITO (WPB 87341) contacted 18 vessels and
75 persons.
    c. 149 Stations participated and the outstanding performers in
each District are:
        (1) D1: 21 stations participated (70%).
Outstanding Station: Station Shinnecock contacted 40 vessels and
109 persons, resulting in 21 citations and 5 warnings issued.
Honorable Mention: Station Burlington contacted 24 vessels and 100
persons.
        (2) D5: All 27 stations participated (100%).
Outstanding Station: Station Manasquan Inlet contacted 18 vessels,
resulting in 1 BUI case and 5 citations issued.
Honorable Mention: Station Indian River Inlet contacted 26 vessels,
resulting in 1 BUI case, and Station Ocean City contacted 60
vessels.
        (3) D7: 19 stations participated (95%).
Outstanding Station: Station Mayport contacted 127 vessels and 413
persons, resulting in 5 BUI cases: 1 for illegal drugs and 4 for
alcohol with a high BAC of 0.159.
Honorable Mention: Station Ponce Inlet contacted 33 vessels and 250
persons, resulting in 1 BUI case.
        (4) D8: 21 stations participated, including 2 Seasonal
Stations (100%).
Outstanding Station: Station Destin contacted 100 vessels and 500
persons, resulting in 4 BUI cases with a high BAC of 0.225.
Honorable Mentions: Station New Orleans contacted 212 vessels and
848 persons, resulting in 1 BUI case. Station Freeport contacted
24 vessels and 105 persons.
        (5) D9: All 31 stations participated (100%).
Outstanding Station: Station Saint Joseph contacted 362 vessels and
923 persons, resulting in 3 BUI cases with a high BAC of 0.16.
Honorable Mention: Station Marblehead contacted 120 vessels and 160
persons, resulting in 1 BUI case.
        (6) D11: 10 stations participated (77%).
Outstanding Station: Station Bodega Bay contacted 186 vessels and
318 persons.
Honorable Mention: Station Lake Tahoe contacted 90 vessels and
589 persons.
        (7) D13: 14 stations participated (93%).
Outstanding Stations: Station Portland and Station Seattle
contacted 10 and 20 vessels, respectively, with 5 violations issued
by each.
Honorable Mentions: Station Cape Disappointment and Station
Umpqua River with a combined 75 vessels contacted and 172 persons.
No violations issued.
        (8) D14: All 4 stations participated (100%).
Outstanding Station: Station Maui contacted 12 vessels and 30
persons.
Honorable Mention: Station Kauai contacted 11 vessels and 33
persons.
        (9) D17: 2 Stations participated (67%).
Outstanding Station: Station Ketchikan contacted 53 vessels and 150
persons.
Honorable Mention: Station Juneau contacted 10 vessels and 42
persons.
    d. Other participants of note: CG Air Station Barbers Point had
1 sortie in support of ODW. Two CG Auxiliary flotillas, 1 from D1
and 1 from D14, conducted dock walking patrols and Vessel Safety
Checks.
3. I commend all units and personnel for their dedication and
performance throughout Operation Dry Water. Your continued efforts
to increase public safety and reduce recreational boating accidents
and fatalities is truly appreciated and most heartily commended.
