1. Overview: In accordance with REFs (A) through (E), this ACN
announces FY22 bonus offers for affiliation, reenlistment, and
assignment in the Coast Guard SELRES, as reviewed by the FY22
Military Workforce Planning Team. This ACN also extends Designated
Unit Pay (DUP) authorized per REF (E). These bonuses and DUP are
incentives to encourage the recruitment, proficiency, and retention
of individuals in designated ratings and units.
    a. In accordance with REF (F), COMDT (CG-133) approved an
exception to policy to allow SELRES bonuses offered under REFs (B)
through (D) to be paid in a lump sum to members who meet the
established Coast Guard requirements of paragraph 1.b and paragraph
3 of this ACN during FY22.
    b. A single lump sum bonus payment is authorized for the
following, subject to the requirements outlined in paragraph 2 and
the participation standards outlined in 3.B of REF (G).
         (1) $10,000 for members entering SELRES (via Initial
Enlistment, Affiliation, or Prior Service) for a term of 6 years
and assigned to Port Security Units (PSUs) 308, 309, 312, and 313,
inmthe critical rating of BM, ME, or MK.
         (2) $2,000 for members entering the SELRES (via Initial
Enlistment, Affiliation or Prior Service) for a term of 6 years
and assigned to a unit within Districts 8, 9, and 13 Area of
Responsibility (AOR).
         (3) $10,000 for SELRES members accessed as Direct Petty
Officers (via Initial Enlistment & Prior Service) for a term of 6
years in the critical rating of PA assigned to any Coast Guard unit.
         (4) $5,000 for members accessed in the SELRES for 6 years in
the critical rating of PA, upon completion of PA A-school, assigned
to any Coast Guard unit.
         (5) $10,000 for re-enlistment or Affiliation (if RELAD from
Active Duty) in the SELRES in pay grades of E-4 to E-6 in the
critical rating of PA assigned to any Coast Guard unit. Minimum
obligated SELRES service: 4 years.
         (6) $3,000 for enlisted SELRES members who execute
back-to-back assignments to a PSU. Required tour length: 5 years.
         (7) $30,000 for eligible physician assistants who commission
and affiliate with the Coast Guard SELRES as a designated Direct
Commission Physician Assistant (DCPA) to serve in a PSU reserve
physician assistant billet (Officer Specialty Code PHA10). Eligible
personnel must remain in the officer specialty and at the PSU
for 3 years.
    c. The bonus offerings in this ACN start at the beginning of FY22
(01 Oct 2021) and are anticipated to remain in effect until the end
of FY22 (30 Sep 2022), contingent upon Congress extending the
authority to make payments. Monetary interventions may be adjusted
or terminated not less than 30 days in advance. The date determining
bonus eligibility is the signature date of the written obligation
from the member to serve in the SELRES. Written obligation will be
documented on the applicable Administrative Remarks form
(e.g., CG-3307 BON-01, BON-02, BON-03, BON-04, BON-08, or
CG-3307 AT-10D). For physician assistants, bonus eligibility date is
based on the signature date on a Coast Guard memorandum from the
Physician Assistant Force Manager (PAFM), COMDT (CG-1121). The
signature date must fall within FY22; the transition date
(transition to SELRES) must be within 6 months after the signature
date. Eligible personnel must remain in the enlisted rating or
officer specialty, as applicable, and at the unit for which the
bonus is authorized for the duration of their SELRES bonus service
obligation.
2. Bonus Documentation:
    a. Unit P&A and SPOs must validate and submit all bonus
documentation to Pay and Personnel Center (PPC) via a customer care
trouble ticket after completion of the first drill for Direct Petty
Officer Accession – RX accessions and for those members whose
SELRES bonuses do not require completion of Initial Active Duty for
Training (IADT).
    b. Training Centers (TRACEN) Petaluma and Yorktown SPOs will
complete all prescribed Direct Access entries and submit all bonus
documentation to PPC via a customer care trouble ticket upon
successful completion of A-school for those members whose SELRES
affiliation or prior service bonuses require completion of IADT.
These accession programs include, RK (students), RP (guaranteed
A-school), and RA (post-secondary education) in accordance with
REF (H).
    c. The PAFM will submit all bonus documentation for PAs to PPC
via a customer care trouble ticket after the respective PA reports
to the assigned unit and upon completion of the first drill.
3. Authorization and Eligibility Requirements: The following SELRES
bonuses are authorized for members who join the SELRES in the
ratings and units detailed in paragraph 1. Members must be fully
vaccinated, or have an approved religious accommodation or medical
exemption from vaccination against COVID-19 in accordance with
ALCOAST 305/21 and ALCOAST 315/21 to be eligible for the bonus.
Commands must verify vaccination status prior to submitting
documentation to the P&A/SPO for payment processing. An enlistment
bonus is authorized for those joining the Coast Guard SELRES with
an original enlistment (non-prior service). An affiliation bonus
is authorized for enlisted Coast Guard Veterans (CGVET) and Other
Service Veterans (OSVET) who separate (RELAD or discharge) from
active duty, or who are serving in the Individual Ready Reserve
(IRR) and subsequently join the SELRES within six months of their
separation date. A prior service bonus is authorized for CGVET and
OSVET who are within three months of completing their 8-year
Military Service Obligation (MSO) and join the Coast Guard SELRES
greater than six months after separation from active duty. CGVET
and OSVET who join the SELRES with over 14 years of combined
military service, as computed from the Pay Base Date, are not
authorized a SELRES Affiliation or Prior Service enlistment bonus.
    a. Initial Enlistment (Non-Prior Service; RP, RK, RX, and RA
Programs): Applicants must meet the eligibility requirements of
4.B.2.b. of REF (A), enlist for 8-years (6-years SELRES, 2-years
IRR), and complete IADT within 24 months as stated in REF (G). IADT
consists of Basic Training or Direct Entry Petty Officer Training
(DEPOT) plus A-school completion, if required. For bonus payment,
the SELRES enlistment obligation (CG-3307 BON-02) should be executed
by the Recruiting Office and the member prior to SELRES enlistment.
    b. Affiliation (RJ, RN, and RQ Programs with SELRES entry within
six months of RELAD or discharge): Members must meet the eligibility
requirements of 4.B.1.b. of REF (A) and have completed fewer than 14
years of combined military service after being discharged or
released from active duty under honorable conditions. The member
must commit to a 6-year SELRES obligation within six months of RELAD
or discharge date, be an E-3 requiring A-school, or E-4 or above,
and complete IADT, if required.
        (1) RJ Program: CGVET RELAD with a portion of 8-year MSO
remaining: For members enlisting in the Reserve Component within
24-hours after RELAD and transferring to the IRR due to billet non-
availability, eligibility for the affiliation bonus will remain
effective for up to nine months after discharge. For bonus payment,
the SELRES affiliation obligation (CG-3307 BON-4 and CG-3307 AT-10D)
should be executed before the member is released from active duty.
However, if necessary, the agreement may be executed up to nine
months after RELAD date and the member will retain eligibility to a
SELRES Affiliation bonus.
        (2) RN Program: Prior enlisted with remaining MSO (mostly
OSVET): For bonus payment, the SELRES affiliation obligation
(CG-3307 BON-4) should be executed by the Recruiting Office and the
member prior to affiliation into the SELRES.
        (3) RQ Program: CGVET or OSVET with no remaining MSO:
              (a) For CGVET enlisting in the Reserve Component within
24-hours after RELAD and transferring to the IRR due to billet non-
availability, eligibility for the affiliation bonus will remain
effective for up to nine months after discharge. For bonus payment,
the SELRES affiliation obligation (CG-3307 BON-4 and CG-3307 AT-10D)
should be executed before the member is released or discharged from
active duty. However, if necessary, the agreement may be executed up
to nine months after RELAD date and the member will retain
eligibility to a SELRES affiliation bonus.
              (b) For OSVET affiliating in the Coast Guard SELRES.
Eligibility for the bonus payment requires execution of the SELRES
affiliation obligation (CG-3307 BON-4) by the Recruiting Office and
member prior to affiliating into the SELRES.
    c. Prior Service (CGVET or OSVET with no remaining MSO; RQ
Program with SELRES entry after six months of RELAD or discharge):
Members must meet the eligibility requirements of 4.B.3.b. of
REF (A), and have over 7 years and 9 months of active duty service,
but less than 14 years of combined military service after being
discharged or released from active duty with an honorable discharge.
The member must commit to a 6-year SELRES obligation, be an E-3
requiring A-school, or an E-4 or above, and complete IADT, if
required. Members must not have been released from active duty for
the purpose of enlistment in a reserve component. (In such cases,
see paragraph 3.b, Affiliation.) For payment, the SELRES prior
service obligation (CG-3307 BON-3) should be executed by the
Recruiting Office and the member prior to enlisting into the SELRES.
    d. Reenlistment: Members must meet the eligibility requirements
of4.B.4.b. of REF (A), be in pay grades E-4 to E-6, reenlist in the
SELRES, and commit to a 4-year SELRES obligation in a bonus eligible
rate. For bonus payment, the SELRES Reenlistment (CG-3307 BON-1)
should be executed at the time of reenlistment.
    e. Assignment: Member must execute PCS orders to a SELRES
position at a PSU with the required tour length specified in
paragraph 1.b. Members who voluntarily transfer from a PSU or leave
the Service prior to completing the required tour length are
subject to repayment action in accordance with REF (I).
        (1) Back-to-back orders: member must be permanently assigned
to a PSU in a SELRES position, tour complete, and execute new PCS
orders to a SELRES position at a PSU in assignment year 2022. For
bonus payment, a CG-3307-BON-8 should be executed by the receiving
PSU command and the member when the member reports.
        (2) Physician Assistant (PA): Member must affiliate with the
SELRES as a DCPA as detailed in paragraph 1.b and:
              (a) Meet Coast Guard medical officer clinical privileging
standards prior to commissioning. Some of these pertinent
requirements include, but are not limited to :
                    i. Current national certification by the National
Commission on Certification of Physician Assistants;
                    ii. Current active, unrestricted state PA license;
                    iii. Current Basic Life Support certification, must have
included hands-on skills portion, cannot be online only;
                    iv. Current Advanced Cardiac Life Support certification,
must have included hands-on skills portion, cannot be online only;
                    v. Eligible for Federal Drug Enforcement Agency
registration;
                    vi. Successful pre-selection credentials review to
verify license, certification, education, training, and competence,
including a review of any entries for the provider in the National
Provider Data Base; and
                    vii. Maintaining all requirements through the duration
of their assignment, including maintaining Coast Guard medical
officer clinical privileging standards.
              (b) A privileging prescreening will be performed once the
applicant is selected.
    f. Before advising members about the availability of bonuses,
commands or recruiters will ensure members meet all eligibility
requirements in this message and in REF (A). Bonus eligibility will
be documented on the appropriate Administrative Remarks, Form
CG-3307, as per REF (J) or a memo from PAFM, as applicable. Commands
will initiate repayment action against members who receive a
SELRES bonus, but who later do not meet satisfactory participation
requirements outlined in REFs (A) and (G).
    g. SELRES members who accept an Extended Active Duty (EAD)
contract, those who are approved for conditional release into a
Department of Defense (DoD) enlistment to fill a vacant active duty
billet, and those who integrate to active duty during their SELRES
bonus service obligation must repay the unearned portion of their
SELRES bonus. Members with obligated service due to acceptance of
SELRES bonuses will not normally be approved for enlistment into a
DoD component or the Regular Coast Guard until completion of the
obligated Coast Guard SELRES service. SELRES members who are
performing short-term Active Duty Operational Support (ADOS),
whether it is in support of a contingency or not, will retain their
bonus. SELRES members performing long term ADOS at a PSU will
retain their bonus; all other long term ADOS (including
back-to-back short term ADOS) will result in bonus repayment.
Any non-fulfillment of obligated SELRES service will result in the
member's indebtedness to the Coast Guard in the amount of the
unearned portion of the bonus as prorated per REF (I). Requests
for exceptions to repayment of unearned bonus amounts must be
routed through COMDT (CG-R82) per Subsection 373(b) of REF (I).
    h. Members should review the repayment provisions contained in
paragraph 4.C.3 of REF (A) prior to requesting a transfer or
accepting an appointment as an officer.
4. Policy: To receive the bonus, members must abide by and
continuously maintain the eligibility criteria of this ACN for the
entirety of their enlistment and their designated rate and unit.
    a. Bonus Agreement limits and payment of bonus: Bonuses will be
paid in a lump sum in accordance with REF (A) and paragraph 1.A.
above. Bonus amounts not contributed to a tax-deferred Thrift
Savings Plan (TSP) account are subject to applicable federal and
state income tax withholdings. Members desiring to contribute
bonus monies to a TSP account must consider the TSP Elective
Deferral limit and confirm election not less than 30 days prior to
receipt of bonus.
        (1) The lump sum will normally be paid within two to four pay
cycles of an actionable PPC customer care ticket submission.
        (2) Once the SELRES Bonus CG-3307 is signed, it will remain in
force until bonus term is completed.
        (3) In accordance with REF (K), a member is prohibited from
receiving a bonus payment under both Subchapters I and II of Title
37, U.S.C., for the same activity, skill, or period of service.
    b. Repayment of Unearned Bonus Amounts: Unearned bonuses must be
repaid, unless collection is excepted under authorized conditions
in accordance with REF (I).
    c. Authorized exceptions to repayment of unearned bonuses will be
determined in accordance with law and DHS policy, and will be cited
by CG PSC-RPM in separation authorizations or other documentation.
    d. A bonus paid to a member who had an approved religious
accommodation or medical exemption to the COVID-19 vaccination
mandate is subject to repayment where that member fails to become
fully vaccinated within two months after the expiration of the
religious accommodation or medical exemption.
5. DUP is authorized by REF (E) at $15 per Inactive Duty Training
Period (IDT) or Additional Training Period (ATP) authorized with pay
for Reservists assigned to a PSU, Naval Coastal Riverine Squadrons
(CORIVRON), and Naval Coastal Riverine Groups (CORIVGRU).
