1. This ACN announces significant changes to Intelligence training
and professional development policy. It is imperative that all
Coast Guard Intelligence (CGI) personnel review these changes and
plan accordingly to achieve their professional development goals.
2. Intelligence Personnel Qualification Standards (PQS): per
REF (A), an updated Intelligence PQS system was promulgated in late
August 2021. The updated PQS incorporates significant revisions
to the previous PQS and utilizes a Basic/Advanced format.
   a. REF (B) is specifically designed to build the foundational
knowledge, skills, and abilities of first-tour CGI personnel.
Members should normally complete this PQS within 12-18 months
of beginning their first intelligence tour. Approximately 60% of
REF (B) is taught in the Intelligence Officer's Course (IOC) and
IS A School. Members that complete these courses will receive
a memorandum that highlights which sections were taught in training.
Units will be able to determine whether to accept the task
completion and sign-off those items listed in the memorandum
or may have members demonstrate mastery of any line items listed
therein. REF (B) has also been cross-walked with the Intelligence
Collector’s Course, the Department of Homeland Security (DHS)
Intelligence Analysis Basic Course, the DHS Basic Intelligence
and Threat Analysis Course, the Coast Guard Academy's Strategic
Intelligence Course, and the Joint Military Attaché School.
   b. REF (C) is focused on the application of the knowledge,
skills, and abilities learned in REF (B). Supplemental references
and scenario questions were added to support a long-term learning
process. Members should normally complete REF (C) within 3-5 years.
   c. Members currently working towards PQS completion have 90 days
after the release of this ACN to complete the legacy PQS. All legacy
PQS completed prior to that date will satisfy the applicable PQS
requirement for the new Core Intelligence Competency outlined
below. After 90 days, the legacy PQS will no longer be valid and
all members must complete the Basic and Advanced PQS,
as applicable.
   d. Due to the shift from an Apprentice, Journeyman, and Master
format to a Basic and Advanced format, the following guidelines
will be used to transition personnel from the legacy PQS
to the updated PQS:
     (1) Legacy PQS completion at the Apprentice level satisfies
the new Basic PQS requirement.
     (2) Legacy PQS completion at the Journeyman level satisfies
the new Basic PQS requirement.
     (3) Legacy PQS completion at the Master level satisfies
the new Advanced PQS requirement.
   e. Members are encouraged to review their current status
and complete the legacy PQS or start the new PQS, as applicable.
3. Intelligence Core Competency: effective immediately, the
Intelligence Core (INTCORE) Competency replaces the
INTEL001 Competency. INTCORE, which operates on the
Apprentice, Journeyman, and Master levels, provides streamlined
requirements and is applicable to all CGI personnel, to include
Active Duty, Reservists, and Civilians. No action is required for
members who have previously earned the INTEL001 Competency.
Those members will be automatically transitioned from the
INTEL001 Competency to INTCORE at the same level previously earned.
For example, members who are qualified at the Journeyman level for
INTEL001 will be transitioned to the Journeyman level for INTCORE.
Members and units may notice a delay in the new competency being
reflected in Direct Access or CGBI. The updated competency will be
reflected in the CG Competency Dictionary in the coming months.
Requirements for earning INTCORE are as follows:
   a. Apprentice INTCORE – 1 year in an intelligence billet,
and completion of REF (B).
   b. Journeyman INTCORE – earned Apprentice, and 3 years in an
intelligence billet.
   c. Master INTCORE – earned Journeyman, 5 years in an intelligence
billet, and completion of REF (C).
   d. Intelligence Core Competency defines intelligence billet as
any Coast Guard or Department of Defense intelligence billet, or
GS-0132 civilian series position.
4. REF (D) is currently under revision. Section 4 of REF (D) will
incorporate the changes outlined in paragraphs 2 and 3 above.
Expected promulgation is quarter 1, fiscal year 2022.
