SUBJ: SOLICITATION FOR FY22 CENTER FOR HOMELAND DEFENSE AND
SECURITY AND DHS ACADEMIC PROGRAMS
1. The Office of Leadership, COMDT (CG-128), is soliciting
applications for Center for Homeland Defense and Security (CHDS)
and DHS program offerings for civilians and military members.
Through graduate and executive-level coursework, seminars, and
research, homeland security leaders gain the analytic and critical
thinking skills and substantive expertise they need to create
innovative solutions that address the threats facing the nation
and local communities. The programs also prepare leaders to bridge
gaps in intergovernmental, interagency and civil-military
cooperation by bringing together a diverse range of participants
to share perspectives and lay the foundation for long-term homeland
security collaboration.
2. Center for Homeland Defense and Security:
    a. The Emergence Program is a unique opportunity for homeland
security/public safety professionals who are in the early stage
(3-8 years) of their career. The program provides an educational
forum and innovation lab for participants to explore “emerging”
trends in the world around us (e.g., technology, social, and
terrorism). Both sessions are held at the Naval Postgraduate School
in Monterey, CA. This program is fully funded by a FEMA grant.
        (1) Eligibility: GS-9 - GS-12 with 3 to 8 years of federal
work experience in any area (does not need to be homeland security
related).
        (2) Application Deadline: Completed nomination packages are
due NLT COB 3 Nov 21.
        (3) Program Duration: Two (2) one-week sessions over six (6)
months with approximately two (2) months of online work prior to
both week one and week two.
        (4) Resident Session Dates: TBD
    b. Master’s Degree program focuses on building collaboration
among local, tribal, state, and federal leaders who develop
strategies, plans, and programs to prepare and respond to national
security threats and catastrophic events. This is an 18-month
program that requires two weeks of residency per quarter, with the
remainder of the work completed online. This degree is fully funded
by a FEMA grant.
        (1) Eligibility: GS-12 - GS-15, O3 - O6, SES or equivalent.
Exceptional GS-11s may apply. Federal employees who have been with
DHS for at least one year are eligible to apply.
        (2) Application Deadline: NLT COB 27 Oct 21
        (3) Program Duration: 18 months

    c. The Pacific Executive Leaders Program is a graduate-level
education curriculum, to address specific challenges facing
officials in these unique areas. The Pacific Executive Leaders
Program consists of an intensive one-week in residence session
at the University of Hawaii campus in Hilo. This program is fully
funded by a FEMA grant.
        (1) Eligibility: GS-12 - SES, O4 - O6. Must be stationed in
the Alaska, Guam, or Hawaii region. Federal employees who have been
with DHS for at least one year are eligible to apply.
        (2) Application Deadline: NLT COB 3 Nov 21.
        (3) Program Duration: One week, Dates TBD.

    d. The Executive Leaders Program consists of four one-week
in-residence sessions over a nine-month period. Each of the four
sessions is conducted at the CHDS campus in Monterey, CA. This
program is fully funded by a FEMA grant.
        (1) Eligibility: GS-15, O5 - O6, SES or equivalent. Any
individual who has completed a degree under a DHS Graduate Academic
Program within the last three years is not eligible to apply.
Federal employees who have been with DHS for at least one year
are eligible to apply.
        (2) Application Deadline: NLT COB 8 Dec 21 (Spring Cohort)
        (3) Program Duration: Twelve months, Cohort dates listed at
paragraph 2.d.(4) below.
        (4) Resident Session Dates: Four residential sessions listed

3. Department of Homeland Security Course:
    a. The DHS Missions Fellows Program (JMFP) is an online program
that builds a cadre of mid-level leaders with formal mission skills,
qualifications, and experience. Fellows participate in a six-month
developmental program to inculcate national strategic and
operational planning skills and knowledge. The JMFP advances
national and homeland security objectives, while building core
leadership methods and techniques, with an emphasis on leadership
in crises, ethical, scientifically supported, critical analysis,
and decision making. The program surveys important events in
American military, political, economic, and social history.
        (1) Eligibility: GS-11 - GS-13, 03 - 04 or E5 - E6.
        (2) Application Deadline: NLT COB 3 Nov 21.
        (3) Program Duration: Nine months, 8 Feb 2022 - 30 Jun 22.
        (4) Session Dates: Five sessions.
        (5) The JMFP is delivered entirely online. Tuition, books

4. Foreign Service Institute (FSI) National Security Executive
Leadership Seminar (NSELS)
    a. NSELS offers participants exposure to high-level U.S.
Government officials and the latest insights on policy
deliberations. The course aims to improve the participants’
ability to contribute to the national security policy formulation
and messaging process, collaborate with and lead interagency teams,
and analyze issues from a strategic perspective. In years past,
NSELS has featured speakers from the White House, the National
Security Council, Congress, media, academia, Silicon Valley, in
addition to senior officials from across the national security
and think tank / non governmental organization communities.
        (1) Eligibility: GS-15, or O-6.
        (2) Application Deadline: NLT COB 7 Oct 21
        (3) Program Duration: Five two-day sessions over five months.
        (4) Session Dates: Course timeline TBD.
        (5) Nominee is required to provide a 1 page resume in addition
to the nomination form. No letters of recommendation or Flag/SES
endorsement is required.

6. Funding:
    a. All costs associated with participating in CHDS courses
will be covered by the U.S. Department of Homeland Security’s
National Preparedness Directorate (FEMA), and will cover:

    b. Funding for the DHS Mission Fellows Program - Tuition, fees,
lodging and meals are provided by DHS. Travel and partial per diem
to and from the various training sites is the responsibility of the
member's unit.
