1. Beginning mid-September 2021, approximately 24,000 (non-cutter)
users will be migrated to the Cloud-Based Internet Isolation (CBII)
platform as directed by REF (A). CBII has been adopted as the web
browsing platform for the Department of Defense (DoD) to help
protect our workforce and information systems against cyber threats.
CBII allows for safer internet browsing on websites other than .mil
and .gov by redirecting the user's web browsing activities to a
secure cloud environment. In partnership with COMDT (CG-7) and
CGCYBER, standard workstation users conducting official business
will be enabled access to commercial email, YouTube, Facebook,
Twitter, Instagram, and Linkedin (previously restricted web sites).
2. Phase 1. Approximately 24,000 USCG users will be migrated to the
CBII platform by 30 September 2021. Selected users will receive an
email up to one week prior to migration. There will be no action
required on the users' part and they should not experience any
impacts during this process. Targeted user communities for this
first phase will include Command Centers, Recruiting Command,
Public Affairs, the CG's Investigative Service (CGIS), among others.
3. Phase 2. The remainder of the workforce will be migrated in
FY2022, and no later than 30 September 2024 as directed by REF (A).
The C5I Service Center is currently testing CBII performance on
high latency, low bandwidth units, and expects to deliver
acceptable performance aboard cutters in the second phase of
this implementation.
4. When accessing websites other than .mil and .gov for the first
time and every 30 days (for each browser) after migration, the
webpage may take slightly longer to load, and users will be
required to authenticate using the "Authentication" certificate on
the Common Access Card (CAC). When browsing on websites other than
.mil and .gov, users will notice a small "DISA" isolation indicator
on the bottom right hand corner of the web page. When scrolling over
the "DISA" icon it will state "This page is isolated".
5. Per REF (B), the use of government equipment is only allowed for
government business, however, there are certain limited personal use
exceptions that do not cost the government money, per that
exception, the use of social media and commercial email is permitted
for limited personal use during breaks. Processing, storing, or
transferring Controlled Unclassified Information (CUI) or
For Official Use Only (FOUO) information during use of commercial
email or social media sites are strictly prohibited. Per REF (C),
Coast Guard personnel must abide by Coast Guard regulations and
policies concerning OPSEC, INFOSEC, official information that is
otherwise classified or protected, and the Privacy Act. Coast Guard
personnel must consider the impact of any text, imagery, or video
content on operational or information security before posting
online. See REF (C) for additional guidance on responsible use of
social media. Additional guidance is forthcoming regarding CBII
policy.
6. For user technical tips and screenshots, visit the Pixel
Dashboard > CGFIXIT / Help > Tech Tips > Search User Tech Tips and
locate Cloud-Based Internet Isolation (CBII) Tech Tips or type
"CBII" in the Subject field.
7. Users experiencing any internet browsing related issues during
this migration period or wish to request access to blocked sites for
official business should submit a CGFIXIT request via the CGFIXIT
(lighthouse) icon located in the Pixel Dashboard under CGFIXIT/
Help and proceed to: CYBER SECURITY SERVICES > WEBSITE ALLOW LIST
REQUEST.
8. If unable to log into a Coast Guard workstation to submit a
request, contact the Centralized Service Desk (CSD) at
