B. U.S. Coast Guard Diversity & Inclusion Action Plan (DIAP)
2019-2023
1. This ACN announces the promulgation of REF (A). The policy
changes in REF (A) are effective immediately.
2. For nearly 50 years, Affinity Groups have helped the
Coast Guard recruit and retain a diverse, high-quality, and
highly skilled total workforce. Affinity Groups host activities
such as meetings, mentoring events, and training activities that
foster employee professional development and enhance the Coast
Guard culture.
3. The Coast Guard established the Affinity Group Program to
better support these organizations as well as formally establish
the roles, responsibilities, and benefits that accompany these
partnerships.
4. Under REF (A), the Coast Guard is best positioned to
equitably maximize the resources and coordination that we provide
to the Affinity Groups to support individual professional
development, organizational effectiveness, and the Coast Guard's
Diversity & Inclusion mission. This includes designating an
Executive Champion for each Affinity Group, providing resources
like intranet sites/communication tools, and members being able to
self-identify Affinity Group Affiliation in the Coast Guard
Mentoring Program.
5. REF (A) is also an outcome of the Coast Guard's Diversity &
Inclusion Action Plan, 2019-2023, LOE 3.2.
6. New groups seeking to become an Affinity Group, should contact
the Office of Diversity & Inclusion (CG-127) to begin the process.
7. Existing Affinity Groups that have not signed a MOU within the
last two years will have 120 days to submit a proposed draft MOU
to COMDT (CG-127) to maximize Coast Guard support to their
Affinity Group.
