1. REF (A) provides a system of administrative support to empower
a victim during their path to recovery.
Effective immediately, SAPRR services are available to Coast Guard
civilians and all former members of the Coast Guard who were
sexually assaulted while serving. Previously, SAPRR services were
only available to service members and their adult dependents as
per REF (B).
2. Former members of the Coast Guard and current civilian employees
now have the option to meet with a Sexual Assault Response
Coordinator (SARC) or Victim Advocate (VA) to discuss reporting
options and receive information and referrals. Survivors may elect
either a Restricted or Unrestricted Report. The reporting choice
and election to receive SAPRR services will be documented on CG Form
6095, the Victim Reporting Preference Statement (VRPS). Referrals
will be determined by survivor's preferences and eligibility.
At a minimum, SAPRR services will include a non-clinical safety
assessment.
3. Participation in the CATCH a Serial Offender Program is available
to survivors who elect to make a Restricted Report via the VRPS,
per REF (C).
4. Current Coast Guard service members and civilians are encouraged
to socialize this policy change for maximum visibility, and to
share The Safe Helpline information with anyone who may be
interested in SAPRR services. The Safe Helpline has a list of all
USCG SAPRR resources and serves as a one-stop shop to match

5. This policy change will also be socialized through the Retiree
Services Program to inform retired members of expanded services.

6. These changes will be implemented into the next revision of
REF (B) which will be released within the next year.
