SUBJ: NOMINATIONS FOR 2021 NAVAL ENGINEERING AWARDS
A. Recognitions Programs Manual, COMDTINST M1650.26 (series)
1. The Office of Naval Engineering, Commandant (CG-45) sponsors
six annual awards for outstanding contributions and achievements
within the Coast Guard Naval Engineering program: the CAPT Richard
D. Poore Award and the American Society of Naval Engineers (ASNE)
sponsored awards, which include the Perry Award (Afloat and Ashore),
Stabile Award, and Lucas Plaque (Afloat and Ashore). Nominations
for these awards are open to Coast Guard personnel and organizations
as specified below.
2. Nominations:
    a. Individuals must be nominated by an Area Commander, District
Commander, Commanding Officer, Commandant (CG-45), or Surface Forces
Logistics Center (SFLC) Division Chief.
    b. Nominations must be made electronically. A nomination letter,
summary of significant accomplishments (limited to two pages total
OR one page front and back), and draft award citation must include
evidence of specific involvement and an assessment of the
significance of the nominee’s accomplishments. All submitted
documents must be forwarded as an email attachment to
Nathaniel.P.Dufresne@uscg.mil. The nomination letter must also
be forwarded as a PDF document with the nominator’s signature.
    c. The deadline for electronic submission for all awards is
03 September 2021.
3. Updated eligibility criteria as established in REF (A), is
summarized as follows:
    a. Captain Richard D. Poore Award: Regular or reserve Coast Guard
officer (active, inactive, or retired) or a Coast Guard civilian
employee (active or retired) GS-9, WS-12, WL-12, WG-12, or above
engaged in the practice of Coast Guard Naval Engineering within the
past three years ending in July 2021. The award is named for Captain
Richard D. Poore, former Chief, Naval Engineering Division, MLC
Atlantic, 1999-2004. Nominees will be evaluated on the following
criteria: leadership of others, professional development of Naval
Engineers, Naval Engineering Program enhancement, external
agency/society involvement, and community service.
    b. Vice Admiral E. L. Perry Award (Afloat): Regular or reserve
Coast Guard officer (active, inactive, or retired) Ensign (O1) to
Lieutenant Commander (O4), Chief Warrant Officer, or Chief Petty
Officer (E7 to E9) assigned to a Coast Guard cutter, who has made an
outstanding contribution to the Coast Guard Naval Engineering Program
within the past year ending in July 2021. Nominees will be evaluated
on the following criteria: leadership/mentorship, technical
proficiency, initiative, and Coast Guard impact.
    c. Vice Admiral E. L. Perry Award (Ashore): Regular or Reserve
Coast Guard officer (active, inactive, or retired) Ensign (O1) to
Lieutenant Commander (O4) or Coast Guard civilian employee (active
or retired) GS-9 to GS-12, WS-12 to WS-14, WL-12 to WL-14, or WG-12
to WG-15 assigned to a non-afloat Coast Guard Naval Engineering
organization (e.g., Commandant (CG-45), Commandant (CG-9), SFLC,
Asset Project Office (APO), Product Line, Base Naval Engineering
Department, CG-Yard, Sector, etc.) or assigned to any department,
division, section, branch, or working group within a non-afloat Naval
Engineering command who has made an outstanding contribution to the
Coast Guard Naval Engineering Program within the past year ending in
July 2021. Nominees will be evaluated on the following criteria:
leadership/mentorship, technical proficiency, initiative, and Coast
Guard impact.
    d. Vice Admiral B. L. Stabile Award: Regular or reserve (active,
inactive, or retired) Chief Warrant Officer, Chief Petty Officer (E7
to E9), Petty Officer (E4 to E6), or Coast Guard civilian employee
(active or retired) GS-8, WS-11, WL-11, WG-11, or below who has made
an outstanding contribution to the Coast Guard Naval Engineering
Program within the past year ending in July 2021. Nominees will be
evaluated on the following criteria: leadership/mentorship, technical
proficiency, initiative, and Coast Guard impact.
    e. Rear Admiral R. S. Lucas Plaque (Afloat): Any Coast Guard
cutter that has made an outstanding contribution to the Coast Guard
Naval Engineering Program within the past year ending in July 2021.
Nominees will be evaluated on the following criteria: Naval
Engineering accomplishments, teamwork, supporting operational
readiness, and professional development of Naval Engineers.
    f. Rear Admiral R. S. Lucas Plaque (Ashore): Any non-afloat
Coast Guard Naval Engineering organization (e.g., Commandant (CG-45),
Commandant (CG-9), SFLC, Asset Project Office (APO), Product Line,
Base Naval Engineering Department, CG Yard, Sector, etc.) or any
department, division, section, branch, or working group within a
non-afloat Naval Engineering command that has made an outstanding
contribution to the Coast Guard Naval Engineering Program within
the past year ending in July 2021. Nominees will be evaluated on the
following criteria: Naval Engineering accomplishments, Coast Guard
wide Naval Engineering improvements, supporting operational
readiness, and professional development of Naval Engineers.
4. Selection: nominations will be reviewed and awardees selected by
Naval Engineering Program leadership in first quarter FY22; award
winners will be announced via ALCOAST message.
5. Award presentations: The Rear Admiral R. S. Lucas Plaque (Ashore)
will be presented at the annual Department of Defense Maintenance
Symposium and Exhibition in December 2021. All other awards will be
presented in coordination with the annual Naval Engineering
Centralized Annual Training (NECAT) event, currently planned for
March 2022 at Coast Guard Headquarters.
