SUBJ: SITREP 1 - E-GOV TRAVEL SYSTEM (ETS) IMPLEMENTATION
1. This ALCOAST announces the transition to the new travel system,
E-Gov Travel System (ETS). ETS is scheduled to go-live CG-wide on
01 October 2021. ETS is an all-in-one online travel system geared
to book travel, create and approving orders, and submit travel
reimbursement claims.
2. Background. On 25 October 2017, GSA and DHS mandated the Coast
Guard migrate to a new system. On 30 August 2019, the ETS master
contract was awarded to CWTSATO to implement ETS, which will
replace the Coast Guard's current system, TPAX, for TDY travel.
The ETS travel system will be a completely self-service system,
designed to book travel arrangements and route orders through an
approval hierarchy including Authorizing Officials (AO),
Funds Managers (FM) and the Pay & Personnel Center (PPC). The ETS
system will be a modern approach to travel that will ease
administrative burdens for commands and members.
3. Applicability. All TDY travel for uniformed and civilian members
will be conducted in ETS after 01 October 2021. Business processes
for Invitational, Immediate, Evacuation and Auxiliarist travel are
being developed to conform to the new ETS platform.
4. Training. The sequencing of routing travel requests and travel
vouchers will be modified. This will necessitate training at all
levels. Implementation teams are working alongside CWTSATO to
provide training solutions to include self-paced computer-based
tutorials (CBTs) that will be available on ETS 24/7, virtual
web-based training sessions (webcasts), train-the-trainer sessions,
and instructor-led training.
5. Government Travel Charge Cards (GTCC). New and existing GTCC
card holders will need to ensure they complete the DHS Mandated
Travel Card training course via the Coast Guard Learning Portal.
Card holders will need to ensure that no delinquent balances exist
on their account prior to 01 October 2021. All members without a
GTCC and anticipating travel during the first 45 days of the next
fiscal year are encouraged to apply for a GTCC to manage travel
expenses.
