1. This ACN announces implementation of the Facility and
Infrastructure Need Statement (FINS) as a replacement for the
legacy shore procurement, construction and improvement (PC&I)
"Problem Statement" effective 01JUL21. Problem Statements which
are in routing will continue to be processed. No new Problem
Statements will be accepted after the effective date above.
2. The FINS is the product of a collaborative effort between
COMDT (CG-4) and COMDT (CG-7) and a result of the "Requirements
Front Door, Resource Council, and Configuration Control Board
Integrated Product Team (IPT)," a component of the overall Civil
Engineering (CE) logistics transformation effort directed by
REF (A). FINS implementation is an important milestone in the
continued modernization of Coast Guard civil engineering. FINS
shifts the responsibilities to establish and validate capital
investment shore requirements to the operational community.
Shore investment needs will be validated by the operational
sponsor, referred to as Unit Sponsors, similar to other capital
asset acquisitions in the Coast Guard.
3. FINS is the new Shore PC&I project intake workflow (process
and document) and must be used to identify, route, and achieve
approval of new facility and infrastructure project requests
that are beyond the capabilities of Depot Level Civil Engineering
services. The following are examples of projects that would be
requested via FINS:
    a. Construct a new building.
    b. Replacement of an existing building.
    c. Homeporting a new asset.
    d. Relocation of a unit which requires Civil Engineering
support services.
    e. Purchase of real property.
    f. Requests for new leases over 10,000 square feet.
4. A FINS may be submitted by authorized representatives of
Flag Level Commands or by Shore Infrastructure Logistics Center
(SILC) Product Line Managers via an online workflow. Project
needs will be communicated through Area commands (as appropriate),
and to assigned Functional and Unit Sponsors for review and
concurrence based on documented requirements for shore
infrastructure in the unit's Infrastructure Requirements Catalog.
Hence, with implementation of FINS, the Civil Engineering Program
will no longer bear primary responsibility for submitting and
validating PC&I project requests for consideration.
5. The new Shore Infrastructure Programming and Governance Council
(SIPGC) will provide ultimate approval of FINS and will prioritize
projects for Civil Engineering planning services at the Shore
Infrastructure PC&I Planning and Investment Prioritization
(SIP-PIP) event.
6. COMDT (CG-43) has conducted client testing and has implemented
testing feedback. FINS training sessions will be offered for
designated users and training sessions will be recorded/posted
for viewing in the future.
7. A FINS portal site that contains access to the FINS workflow,
a helpful FAQ sheet, a user desk guide and additional information,
including the list of Unit and Functional Sponsor assignments, can

8. These changes will be made to REF (B) and REF (C), which will
be released within the next year.
