1. Today the C5ISC achieved Final Operational Capability (FOC) one
year after Initial Operational Capability (IOC) per REF (A).
2. This is a significant milestone that reflects remarkable
progress in the continuing modernization of Coast Guard C5I.
This journey began with urgency and a bold vision six years ago
to modernize the legacy organizations and processes to improve
mission support today and to prepare the Service to succeed in
an increasingly dynamic and complex technology and information
future. This is part of a broader Coast Guard Strategic Plan
direction to invest in, acquire, operate, and maintain the Coast
Guard C5I Enterprise Mission Platform as a capital asset, just
as we do our fleet of cutters, boats, and aircraft.
3. Over the past year, through this pandemic national emergency,
the C5ISC has transformed its organization into one unified command
with five Product Lines and six Shared Services Divisions,
geographically distributed and fully integrated with the Director
of Operational Logistics, other DCMS logistics and service centers,
and CG Cyber Command. At the same time, C5ISC has accelerated
development and delivery of essential technology, services, and
support to the field through the Coast Guard Technology Revolution
along five lines of effort: Cutter Connectivity; Modernizing C5I
Infrastructure; Cyber Readiness; Software, Mobility and Cloud; and
Data for Decisions.
4. FOC represents a navigational fix on C5ISC’s track line. Although
only a year old, the command is built on a rich history of units
that preceded it and that paved the way for the Coast Guard to
leverage technology for mission outcomes.
5. Looking ahead, C5ISC will continue to deliver the best
technology, services and C5I support to the Coast Guard, focused
first on our operating forces to enable them to get the mission
done and safely return. By its performance, C5ISC exemplifies the
model that Coast Guard mission support is Responsive, Integrated,
and Innovative.
6. Thank you to the nearly 800 members whose professionalism,
dedication, expertise, and passion for mission support are vital to
C5ISC’s mission success and continued modernization.
