ALCGPSC 056/21
SUBJ: COAST GUARD MWR PROGRAM OF THE YEAR AWARDS SOLICITATION
1. To recognize Morale, Well-Being, and Recreation (MWR) programs of
all sizes and to improve the readiness, retention, and resiliency of
the Coast Guard family, the Community Services Command (CSC) MWR
program has developed an annual awards program.
2. To ensure that there is comparable competition for the award, six
categories have been developed. These categories are:
   a. Large Unit Ashore: This category recognizes outstanding
achievement in the delivery of MWR programs and services at
ashore locations with at least two fulltime appropriated
funded MWR employees as identified on the units Personnel
Allowance List (PAL). This includes all units with Child
      Development Centers.
   b. Medium Unit Ashore: This category recognizes outstanding
achievement in the delivery of MWR programs and services at
ashore locations with at least one fulltime appropriated
funded MWR employee as identified on the units PAL or with
Category B or C MWR Activities.
   c. Small Unit Ashore: This category recognizes outstanding
achievement in the delivery of MWR programs and services at
ashore locations not described in the first two categories.
   d. Large Unit Afloat: This category recognizes outstanding
achievement in the delivery of MWR programs and activities
at afloat commands 210 feet in length or larger.
   e. Medium Unit Afloat: This category recognizes outstanding
achievement in the delivery of MWR programs and activities
at afloat commands below 210 feet in length and greater
      than 110 feet in length.
   f. Small Unit Afloat: This category recognizes outstanding
achievement in the delivery of MWR programs and activities
at afloat commands 110 feet in length and below.
3. To nominate your unit for the award, commands are required to send
a 1-page memorandum and a completed MWR program of the year slide
deck. No other feedback will be required or considered. The
nomination packages should be sent to CSC from the unit commanding
officer or officer-in-charge. Nominations are for accomplishments
of the previous nonappropriated fund (NAF) year, 1 Feb 2020 through
31 Jan 2021. Each category from paragraph 2 will be recognized with
a first, second, and third place winner. Award winners will receive
a certificate of recognition and a NAF cash award to support their
morale program. The first place winners in each category will
receive 1,000 dollars; the runner-up in each category will receive
750 dollars; and third place will receive 500 dollars for their unit
morale funds.
4. New this year is a customer friendly format that will enable all
units to enter their accomplishments into a standard 15-page
PowerPoint slide deck. This slide deck aligns with the award
criteria. This change in submission requirement was made to simplify
and standardize award submissions, lessen the time required to
complete submissions, and to enhance a units creativity to be able
to capture the most influential aspects of their MWR Program. This
is the only submission format that will be acceptable. Do not add or
delete any slides from the submission application format. Slides 1-9
are mandatory and slides 10-15 are encouraged to promote your MWR
program to the fullest. Although, slides 1-9 are mandatory, it is
appropriate to leave sections blank which either do not apply, or
your unit has no feedback. We encourage your unit to submit
nomination packages even if you feel you have not done enough. In
our experience, many outstanding units fail to submit for this award
even though they have done outstanding things during the year.
5. Commands must address the following criteria, as applicable:
   a. Programming: Describe creative, unique, or experimental
programs implemented during the previous NAF year. Explain
how these programs contributed to the readiness, retention,

customer service. Provide any examples of this customer
      service.
   c. Marketing Methods: Describe marketing tools used to generate
interest and participation in program and activities.
Quantify the results of this marketing effort and the return
      on the marketing expenditure.
   d. Leadership and Professional Development: List professional
development and leadership opportunities (college, continuing
education, certificate programs, MWR-related training, etc.)
provided to or obtained by the MWR staff during the period of
evaluation. Describe and quantify, if possible, the
      effectiveness in obtaining these opportunities.
   e. Financial Management: Identify appropriated funds used to
support the MWR program, how these funds were used, and a
summary of NAF performance for the evaluation period.

validation and verification of the results.
