1. REF (A) announced the updated (5.0) version of the Defense
Organizational Climate Survey (DEOCS), which was operationalized on
04 January 2021. Version 5.0 contains approximately 100 questions
designed to assess 19 protective and risk factors. The objective is
to assist Commands with collecting data reflecting perceptions by
workforce members of the equal opportunity climate. REF (B)
delineates policy requirements for administering the DEOCS within
the Coast Guard.
2. The overall responsibility for DEOCS policy and governance
transferred from the Defense Equal Opportunity Management Institute
(DEOMI) to the Department of Defense, Office of People Analytics
(OPA). However, DEOMI continues to offer informational documents
and resources to help units with requesting surveys, interpreting
results and developing action plans. To access DEOCS, go to:

3. The revised survey prompts the workforce for perceptions on the
same or similar protective and risk factors as previous versions.
Of note, a new method was employed for measuring the presence of
problematic behaviors, such as racial, sexist, sexual harassment,
and workplace hostility. The Coast Guard, as well as other military
services, note that with the new method, these behaviors score
considerably higher than what was experienced with legacy DEOCS
versions.
4. OPA maintains a long-term plan to evolve and improve the
commander reports, but considering the concerns that have been
voiced, has now removed the Workplace Hostility totals from unit
