1. Overview: CG-721 and PSC-EPM will conduct an Advanced Tactical
Operator (ATO) candidate screener on 05-10 September 2021 for members
interested in assignment to ATO positions at MSRT(s). This screener
will attempt to identify those candidates with the skills most likely
to succeed in the qualification process and create a more effective
and responsive assignment process for these positions.  CG-721 will
host the screener at MSRTE in Chesapeake, VA. Those applicants who
volunteer for the screener will participate in a series of events
designed to identify candidates most likely to succeed in the ATO
qualification process. The screener will be safe and professional, with
each event designed to assess the candidates in the areas of
historically high attrition.
2. ATO Description: ATOs conduct up to and including opposed boardings,
day and night, using CQC techniques and advanced waterborne and airborne
insertion techniques. ATOs are capable of conducting boarding operations
in a Chemical, Biological, Nuclear, and Radiological (CBRN) contaminated
environment. Initial qualification and proficiency training for tactical
operations is physically and mentally demanding. 
3. Eligibility: All Maritime Enforcement (ME) Specialists not in receipt
of AY21 PCS orders are eligible to apply. Prior Tactical Operator
experience is not needed.  Only those members able to attend the screener
will be assigned to ATO positions. See paragraph 6 for waiver instructions.
Previously qualified ATOs are not required to attend the screener to
receive assignment to MSRT.
4. Application: To apply for the ATO Screener, candidates must submit
an application to PSC-EPM-2 via email to
ARL-SMB-CGPSC-EPM-ATO-Screener@uscg.mil, no later than 01 August 2021.
The command endorsement shall be submitted in the form of an email with the
DD FORM-2807-1 attached to the address listed above.  Volunteering
for the screener does not guarantee attendance. PSC-EPM-2 will make the
final decision on personnel authorized to attend the screener.
A. Medical: Candidates must complete DD FORM 2807-1, Report of Medical
History, for inclusion in their application package. This information
will be reviewed by a Medical Officer upon arrival and prior to
participation in the screener.   
B. Command Endorsement: Applicants must receive a command endorsement
as part of their application. Commands should understand that an
endorsement to attend the screener may result in rotation in AY22. 
At a minimum, commands shall confirm member eligibility for assignment
to DSF duty IAW reference (a), and specifically confirm the member has
passed the Physical Fitness Test IAW reference (b). 
5. Screening Process: The screener will include MSRT overview, classroom,
field, weapons, tower and water events, along with physical fitness and
boarding scenarios that simulate the ATO qualification pipeline. Candidates
shall arrive physically prepared to pass the standard Maritime Law Enforcement
Physical Fitness Assessment (PFA)and should be capable of completing 5 chin-ups
and 5 pull-ups IAW reference (c). The screener is not a pass/fail event,
members will be evaluated by representatives from CG-721, PSC, and MSRT SMEs
to provide a recommendation to PSC-EPM-2 on each candidates' likelihood
of successfully completing the qualification process.  PSC-EPM-2 will take
the results of the screener into consideration when making ATO assignment
decisions.  Completion of the screener does not mandate assignment to MSRT. 
No command who endorses a member for this screener will be gapped, all
personnel who receive orders to ATO positions will report IAW the normal
AY22 assignment season.
6. Waivers: Only those members able to attend the screener will be
assigned to ATO positions.  Members unable to attend the screener due to
operational requirements will be considered on a case by case basis by
PSC-EPM-2.  Members or Commands requesting a waiver shall contact the ME
Assignment Officer.  Application procedures for previously qualified ATOs
will be released via SEPCOR.
7. Medical screening process: Candidates will be required to hand carry
their medical record to the screener, where it will be reviewed by a Medical
Officer throughout the screener.
8. Candidates are highly encouraged to participate in the ATO Screener
Recommended Workout Plan in preparation prior to arrival. The six week plan

9. Funding: All TDY expenses will be funded by CG-721.  Candidates will
be berthed onboard MSRTE.
10. Shopping list and E-resume instructions will be provided SEPCOR.
11. Timeline: In the event COVID-19 impacts ATO Screener timeline or convening,
applicants will be notified by CG-721.
A. 01 AUG 2021: Application Packages are due to ARL-SMB-CGPSC-EPM-ATO-Screener(at)uscg.mil.
B. 02-15 AUG 2021: Candidate DD Form 2807-1 reviewed and determination made on
eligibility to attend the screener.
C. OOA 15 AUG 2021: Orders issued for candidates to attend the ATO Screener.
D. 04 Sep 2021: Candidates arrive MSRTE. 
E. 05 SEP 2021: Screener begins.
F. 10 SEP 2021: Screener concludes, candidates depart MSRTE.
G. 15 OCT 2021: PSC-EPM-2 ATO selectees slated/issued orders.
H. NOV 2021-MAR 2022: PSC-EPM-2 issues all ME orders IAW AY22 timeline.
I. 01 JUL 2022: Personnel report to the MSRTs.
