KICK OFF-TIMELINES, COMMUNICATIONS, AND OUTREACH
1. The AY22 SCSP application period is now open through 02 July 2021.
All references and additional information pertaining to the SCSP to 
include the Direct Access (DA) Application Guide and AY22 Command 
List can be found by navigating to the AY22 Senior Command Screening
Panel folder on the PSC-OPM Portal site, found at 
https://cglink.uscg.mil/a3dfa6ac.
2. This message describes the SCSP timeline and process and 
identifies resources available to apply.  While the information
provided in this message will be of particular interest to officers
requesting to screen for command in AY22, it also includes important
information for commands who may endorse a member requiring a tour 
completion waiver.  
3. Requesting to screen for command is communicating availability 
and desire for assignment within the scope of the request. Since 
eligibility lists provide assignment officers with definitive 
candidate pools and many officers screen for more than one command 
type, it is not always possible to meet extremely limited assignment 
desires. Officers who screen will be considered for and may be 
assigned to positions they successfully screen for and should give 
serious consideration to this prior to application.
4. Direct Access (DA) will be used for the SCSP application process. 
All members who plan to apply should verify that their DA 
information is recent and updated.  
5. The following timeline will apply: 
   A. Application Period: 11 June - 02 July 2021
   B. Waivers Considered: 03 July - 16 July 2021
   C. Initial Candidate Lists Posted: OOA 23 July 2021
   D. Final Candidate Lists Posted: OOA 06 August 2021
   E. SCSP: 16 - 27 August 2021
6. Process: All command screening will be voluntary unless adequate 
candidate pools are not achieved.
   A. Application: AY22 SCSP application procedures are provided on 
the CG Portal in the OPM Reference Library - SCSP Folder at 
https://cglink.uscg.mil/a3dfa6ac.  In particular, applying to the 
SCSP uses the "My Panel Submissions" link located under "Tasks” in 
DA.  To be considered by the SCSP, officers must comply with the 
provisions listed in paragraph 11.b. of Ref A, which outlines the 
screening requirements and overall eligibility criteria.  Officers 
may request to screen for multiple command types if eligible. The 
application period will be open from 11 June through 02 July 2021; 
officers who do not adhere to the 02 July 2021 application deadline 
will not be eligible to screen. 
   B. Eligibility:  To be considered by the SCSP, officers must 
comply with the provisions listed in paragraph 11.b. of Ref A, 
which outlines the screening requirements and overall eligibility 
criteria. Eligibility criteria for O6 and O5 commands is available 
on the CG Portal in the OPM Reference Library - SCSP Folder at 
https://cglink.uscg.mil/a3dfa6ac.  Officers applying must enter the 
following in the “Member Comments” to confirm they have referenced 
the eligibility criteria for each command type for which they apply: 
“I have read and meet the eligibility criteria listed in Ref A for 
[enter each command type] command.”  If the officer does not meet 
the eligibility criteria, reference paragraph 6.C of this message 
in the “Member Comments.”
   C. Eligibility Waivers:  As Ref A and the screening request 
procedures cannot cover every possible situation concerning eligibility, 
PSC-OPM will consider waiver requests on a case-by-case basis while 
remaining consistent with the intent of the approved criteria.  To 
request an eligibility waiver, officers must clearly state which 
criteria they do not meet in “Member Comments” when they apply to 
screen for a certain command.  Example: “I have read and do not meet 
the eligibility criteria listed in PSCINST 1401.1 (series) for 
[enter command type] due to…”  Member comments are not viewed by 
the selection panel and are only used by OPM for the purpose of 
establishing the candidate pools.  A command endorsement is not 
required for eligibility waiver requests.
   D. Tour Completion Waivers: O6 Officers requesting a tour 
completion waiver should follow the process outlined in the O6 
assignment guide.  O5 Officers requesting a tour completion waiver 
require a command endorsement in DA addressing both (1) an early 
rotation and (2) backfill requirements.  Tour completion waivers 
are the only waivers that require a command endorsement in the SCSP 
process.  Command endorsements are not viewed by the selection panel 
and are only used by OPM for the purpose of establishing the 
candidate pools.   
   E. The O6 and O5 Shopping Lists: OPM-2 will post the command 
shopping list on the portal in the following location: 
https://cglink.uscg.mil/a3dfa6ac.  Any updates will also be captured 
via this link. 
   F. Initial Candidate List and Final Candidate Lists: OPM-2 will 
post an initial candidate list on the portal in the following 
location: https://cglink.uscg.mil/a3dfa6ac.  The initial candidate 
list will be posted OOA 23 July.  The final candidate list will be 
posted in the same location OOA 06 August.
   G. SCSP Results: Results will be posted via the ALCGPSC message 
board.
7. O6 Commands: All O6s, O6(sels), and O5s in zone for O6 in PY22 
who are eligible per Ref A and desire assignment to an O6 command 
must request to screen through the panel submission process in DA. 
8. O5 Commands: 
   A. O5s, O5(sels), and O4s in zone for O5 in PY22 and tour complete
in 2022 or 2023 who are eligible per Ref A, and desire assignment 
to an O5 command must submit a request to screen through the panel 
submission process in DA.
   B. O5s and O5(sels) who accept or are currently serving in a 
DUINS tab for advanced education (not including Senior Education and 
Fellowship Panel (SEFP) Programs) with an expected follow-on 
assignment within their specialty/program are not eligible to 
compete in the SCSP process.
9. SCSP and SEFP II Selections: The SCSP will be held prior to the 
SEFP II.  Eligible officers may screen for both SEFP II programs 
(such as a War College, MIT Sloan, Harvard fellowship, etc.) and 
command positions. PSC-OPM will engage directly with those selected 
for both and work to balance Service needs with member desires in 
making a final assignment recommendation.
