1. This ALCOAST formally announces the Reserve Enlisted Aviation
Workforce. This program was designed to create an aviation surge
and mobilization capability, retain aviation technical expertise,
and develop a career path for aviation personnel in the Reserve
Component. The program provides Reserve career opportunities for
all aviation ratings (AET, AMT, and AST). The workforce's primary
objective is to develop a ground-based aviation maintenance and
aviation life-support equipment maintenance capability. Flight
Status may be authorized by the unit's Commanding Officer IAW
REF (A) to support an approved Request for Forces.
2. Program Eligibility:
   a. All Reserve Aviation personnel must have earned a Basic
Aircrew designation IAW REF (A).
   b. All Reserve Aviation personnel must have separated from
Active Duty within the last two years from the date of this
message.
   c. Enlisted aviation personnel who had previously changed
rates in order to Release from Active Duty (RELAD) to the
Selected Reserve (SELRES) remain eligible, and must submit
an approved Direct Lateral/Change in Rate Request, Form CG-1002.
3. Training Capacity Limits have been established for all
aviation commands by COMDTs (CG-711) and (CG-41). The limits
will be validated annually by COMDT (CG-R5).
4. The Reserve Enlisted Aviation Workforce will drill per the
guidelines set by COMDT (CG-R8) and applicable SELRES requirements.
All administrative oversight and support will be provided by
the unit’s administrative staff, with reserve program guidance
provided by the respective District Reserve Force Readiness
Branch (dxr) or Sector Reserve Force Readiness System (RFRS)
staff, as applicable.
5. Application Process:
   a. Current active duty aviation personnel who are planning to
RELAD and desire to affiliate in the Reserve Component will contact
the Coast Guard Recruiting Command's In-Service Transfer Team (ISTT)
no later than 120 days prior to separation.
   b. Personnel in the Individual Ready Reserve (IRR) must contact
the ISTT to affiliate with the SELRES.
   c. Waiver requests for personnel exceeding two years from the
time of separation, or change of rate, may be submitted via a memo
to COMDT (CG-711) through their respective Rating Force Master
Chief (RFMC). The waiver template can be found at:

6. Assignment: Personnel approved for affiliation with the SELRES
and determined eligible for aviation assignment will be issued
orders IAW REF (B).
7. The Office of Aviation Forces (CG-711) retains overall
authority for the program.
