1. IAW REFs (A) through (D), this message solicits enlisted
applicants for postgraduate and undergraduate opportunities for
the Public Affairs Program. IAW REF (C), one public affairs
specialist (PA) will be selected to attend advanced education (AE)
training in the fall of 2022. This program is 24-months of duty
under instruction.
2. Public affairs is a unique capability that enables effective
communication and engagement with key stakeholders, which in turn
contributes to achievement of operational objectives.
3. The following criteria outlines eligibility standards for the
enlisted public affairs advanced education program. This program is
open to active duty PAs. Preferred candidates are those who have an
associate’s degree or bachelor’s degree. Selected PAs for this
program will attend universities leading to a bachelor of arts
degree or bachelor of science degree in the academic disciplines of
communication, public relations, digital media, or mass
communication. Enlisted members pursuing a postgraduate degree will
attend San Diego State University and are expected to complete a
thesis-track degree.
4. The ideal candidate for this program is a high-performing PA who
has a strong aptitude to earn an academic degree. A graduate of
this program should expect a follow-on assignment in a position
that will benefit from an advanced education degree IAW REF (D).
5. In addition to the application guidelines set forth in REFs (A)
and (B), application to this program is open to PA specialists in
pay grades E4, E5, E6, and E7. Applicants must have no more than
six years time in service (TIS) if applying as an E4, have no more
than 10 years TIS if applying as an E5, have no more than 14 years
TIS if applying as an E6, and have no more than 16 years TIS if
applying as an E7. Selected primary and alternate candidates must
be able to complete a bachelor’s degree or master’s degree in
24 months.
6. Members must submit a “My Panel Submissions” application, with
a command endorsement, in Direct Access. Command endorsements must
address the applicant’s ability to complete a degree and future
leadership potential.
7. Applicants must meet submission deadlines prescribed by REF (A).
The PA enlisted AE panel will convene on 14 September 2021.
