1. This ACN announces the cancellation of REF (A) and the
promulgation of REF (B). The policy changes in REF (B) are
effective immediately.
2. REF (B) contains significant content changes. On January 25, 2021,
the President issued an Executive Order that announced the immediate
repeal of policies prohibiting service by transgender members in the
Armed Forces. Coast Guard specific policies and standards have been
modified to ensure transgender members are able to serve on active
duty or in the Reserve in accordance with REF (C). Qualified
transgender applicants will be able to enter the Coast Guard and
Coast Guard Reserve in accordance with REF (D), which sets medical
accession policy for all the military services.
3. No paper distribution will be made of REF (B) and will be
available on the PSC Personnel Services Division Field Support (FS)
Transgender servicemembers Coast Guard Portal page at:

4. Members who believe they were involuntarily separated or denied
reenlistment on the basis of gender identity or under circumstances
relating to their gender identity should, based on the member's
circumstances, contact the DHS Board for Correction of Military
Records (BCMR) or the CG Personnel Records Review Board.
5. The Coast Guard’s Service Central Coordination Cell (SCCC),
comprised of personnel policy, legal, and health care experts,
is prepared to provide advice and assistance to CO/OICs in the
execution of CG policies and procedures. The SCCC may be reached
via email at: HQS-SMB-SCCC@uscg.mil.
6. The CGPortal Site will be updated and maintained with FAQs
posted to provide assistance to service members:
