SUBJ: 2020 HEALTH CARE AWARDS SELECTION RESULTS
A. Recognitions Programs Manual, COMDTINST M1650.26 (series)
1. In accordance with REF (A), a selection board convened in
May 2021 to review nominations for the Coast Guard (CG) 2020
Michael J. Cristy Health Care Facility (HCFOTY), Health Services
Technician (HSOTY), and Independent Duty Health Services
Technician (IDHSOTY) of the year awards.
2. HCFOTY - This year RADM Thomas has chosen to award all
USCG Health Care Facilities as the winner of the 2020
Michael J. Cristy Health Care Facility of the Year!
3. In a year marked by the unprecedented challenges of the
COVID-19 Pandemic, the CG Health Care program and by extension,
all CG Health Care Facilities, demonstrated extraordinary
dedication and perseverance to the health and well-being
of our people. The sum of each clinic's contributions across the
Service proved instrumental to healing the anxiety and suffering
caused by the pandemic. Together we ensured no major degradation
to operational success by maintaining maximum readiness of
TEAM Coast Guard. These concerted efforts compelled the decision
to award and acknowledge every Coast Guard Clinic as the
"U.S. Coast Guard's Health Care Facility of the Year."
4. HSOTY - The winner of the 2020 HSOTY Award is HS3 Spencer
Jefferson, CG Base Alameda:
    a. HS3 Jefferson is being recognized for his outstanding
work ethic and contributions to direct patient care and mission
readiness. While attending an off duty scuba diving class,
HS3 capably managed a chaotic scene when a student from
another scuba class was pulled from the ocean unresponsive.
Exhibiting natural leadership, he immediately directed
bystanders to maintain a proper airway, assigned a bystander
in the crowd to call 911, and initiated 2 person CPR. Amidst
the growing crowd and insistency from onlookers, HS3 Jefferson
maintained life saving efforts until relieved by the Monterey
Fire Department exemplifying the highest qualities of the
USCG. The scuba instructor recognized HS3 Jefferson’s efforts
explicitly mentioning the professionalism, willingness to
engage and training, all critical in saving the student’s life.
    b. The following HSs were also finalists and nominated
by their commands for this award and can take pride in their

5. IDHSOTY - The winner of the 2020 IDHSOTY Award is HS2
Jo-davy Jauregui - CGC DEPENDABLE:
    a. HS2 Jauregui is being recognized for demonstrating
unwavering commitment to his shipmates over the past year.
HS2 Jauregui's skill with patient care was evident when he
quickly alerted the Command about multiple crewmembers
displaying COVID-19-like symptoms, prompting shipboard
pandemic outbreak protocols. He rapidly worked to keep
symptomatic personnel isolated in designated spaces and
worked diligently to evacuate eight symptomatic crewmembers
to Coast Guard Base Key West. All members later tested
positive for COVID-19. Once back on patrol, several other
crewmembers started displaying symptoms, and HS2 Jauregui
promptly isolated them. While this was going on, he coordinated
with the flight surgeon and shoreside medical staff to
initiate more aggressive mitigation efforts including
ship-wide use of N-95 masks, medical gloves, and implementing
multiple daily sanitation clean-ups. As the numbers of affected
crewmembers quickly exceeded designated isolation quarters,
HS2 Jauregui quickly mobilized unaffected crewmembers to
complete a crew berthing shift to provide a larger safe
isolation space for symptomatic crewmembers. If it were
not for his tireless efforts and decisive action, CGC
DEPENDABLE would not have been able to safely return to
home port and reconstitute for the next assigned mission.
    b. HS2 Jauregui will be automatically nominated for the
Lewis Seaman Award for Outstanding Operational Support.
This is an annual award for enlisted personnel presented
by the Association of Military Surgeons of the United States
(AMSUS).
    c. The following IDHSs were finalists for this award and

6. All nominees are worthy of the recognition and support
provided by their Commands. I applaud all the nominees for
their accomplishments and their Commanding Officers and
supervisors for taking the time to submit well-deserved
nominations. Successful mission execution demands the very
best. Mission support professionals must possess in-depth
technical knowledge, strong leadership skills, practical
experience, and professional credentials to sustain our
greatest assets-our people. I encourage all leaders to
recognize their high performing medical professionals by
nominating them next year for the 2021 Health Care Awards.
This year’s awardees demonstrated outstanding professionalism
in carrying out their duties. Bravo Zulu for a job very well
done.
