SUBJ: SELECTION OF THE ASSISTANT JUDGE ADVOCATE
GENERAL FOR ACQUISITION AND LITIGATION (CG-094A)
1. I am pleased to announce the selection of Mr. Richard
Tschampel as the Coast Guard’s Assistant Judge Advocate General
for Acquisition and Litigation (CG-094A).
2. The Assistant Judge Advocate General for Acquisition and
Litigation is principal counsel to the Assistant Commandant for
Acquisition, the Program Executive Officer, Senior Procurement
Executive, and Head of Contracting Activity, as well as the Vice
Commandant who serves as the Component Acquisition Executive.
COMDT (CG-094A) oversees all acquisition legal services to
management, technical, and contracting officials at USCG
Headquarters and acquisition legal services at all other levels
of the USCG including logistics centers and operational
commands. COMDT (CG-094A) leads the Acquisition Community of
Practice that includes all Coast Guard procurement attorneys.
3. Mr. Tschampel comes to the Coast Guard from the Department of
the Navy (DoN) where he has served as an attorney for 26 years.
He currently serves as Deputy Counsel to the Navy Assistant General
Counsel, Research, Development and Acquisition, where he advises
the Assistant Secretary of the Navy and staff on all legal matters
related to the development, production and sustainment of Navy
acquisition programs. He previously served at the Naval Air
Systems Command and the Space and Naval Warfare Systems Command.
Before his assignment to DoN Headquarters, Mr. Tschampel was Counsel
for the F-35 Joint Strike Fighter Program, the largest acquisition
program in the DoD.
4. Mr. Tschampel will become a member of the U.S. Coast Guard
Senior Executive Service on 23 MAY 2021.
