A. ALCGOFF 074/20, ASSIGNMENT YEAR 2021 OFFICER ASSIGNMENTS KICK OFF-TIMELINES, COMMUNICATIONS, AND OUTREACH
1. AY21 activities are complete and AY22 preparations are underway. PSC-OPM appreciates and thanks members and commands for their patience and trust as we worked together to align member desires/career goals with service and unit needs. Every assignment year has its unique set of circumstances, and AY21 proved more challenging than most. We understand that this year presented us all with extraordinary challenges, and we truly believe that we are ready to confidently enter the next assignment cycle together.
2. For AY21, PSC-OPM employed assignment actions and processes to address service requirements, meet unit needs, and consider member desires to the maximum extent possible. We executed fleet-ups, extensions, and geo-stable no-cost assignments when prudent to meet these requirements/desires.

4. OVERBILLETS: To meet the guidance set forth in the Junior Officer First Tour Assignment (JOFTA) policy, junior officers were over-billeted to Cutters, Marine Inspections, Cyber, Legal, Air Stations, Sector Response and Intel. This accounted for 149 (163) junior officers, or 27% (31%), of junior officer first tour assignments.
5. The AY22 assignment timeline will remain consistent with recent years. May through August is the best time for individuals to engage directly with their assignment officer for general career counseling and initial guidance on AY22 intentions. For members anticipating re-assignment in AY22, now is the time to begin preparations for the assignment season including updating your officer record, validating competencies, completing a Record of Professional Development (Form CG-4082), verifying contact information in Direct Access, registering for special needs if necessary, and
reviewing/updating your employee summary sheet.
6. All O5-and-below off-season assignment opportunities are announced via ALCGOFF messages. The OPM Portal site (https://cglink.uscg.mil/347c825e) is also the online source for information on officer personnel management issues and news. The OPM Portal site contains AO notes and information on boards/panels, officer evaluations, and career management.
7. Throughout the summer months and into the fall, we will continue to communicate through traditional channels (Portal notes, off-season solicitations, and shopping list updates); however, the most up-to-date information can be found on the OPM Portal site and AO notes.
8. OPM-2 solicits Command Concerns through our AY Preliminary Shopping List Validation and Command Concerns. In AY21, OPM-2 solicited feedback for 1,905 positions and received comments for 62% of these positions.
9. Although this year presented us all with difficulties, we examined them and initiated improvements to ensure more transparency. For example, OPM is continuing to build a library of podcasts to push more information to the workforce via the Portal. OPM-2 redesigned the shopping list for AY21 with a completely new look to put more information at your fingertips. COVID travel restrictions forced OPM to hold road shows virtually, but this allowed us to ensure all officers had an opportunity to interface with the OPM staff on a wide variety of subjects. Finally, we are working closely with CG-1 on all military workforce policies that influence talent management (i.e., Temp Sep, Officer Workforce Planning Team/bonuses, OSMS 2.0, etc.). Again, we greatly appreciate the professionalism and patience demonstrated by the officer corps throughout this busy assignment year.
