SUBJ: SOLICITATION FOR THE 2021 CIVIL RIGHTS SERVICE PROVIDER
SUPERIOR SERVICE AWARD (BIENNIAL)
1. This ALCOAST solicits nominations for the Civil Rights Service
Provider (CRSP) Superior Service Award. This award recognizes a
civilian employee or military member whose outstanding contributions
ensured the success of the Coast Guard civil rights mission. The
period of performance is 1 May 2019 through 1 May 2021.
2. CRSPs are a vital link between civilian employees, military
members, and the chain of command as they actively administer the
Coast Guard's civil rights program. These individuals serve as
initial points of contact to ensure appropriate responsiveness to
concerns, including complaint counseling, and the opportunity to
resolve matters at the lowest level. Additionally, CRSPs provide
advice and assistance to commands in addressing social climate
incidents, conduct equal opportunity reviews, or assist in
administering climate surveys and interpreting results. Their
commitment to advancing civil rights, and promoting its value
as an essential foundation of the Coast Guard, is critical to
the Service's overall success.
3. All Coast Guard leaders (Assistant Commandants, Directors,
Commanding Officers/Officers in Charge, managers, and supervisors)
are encouraged to nominate a CRSP who has provided superior Civil
Rights services.
4. The selection panel will give full consideration to nominees
who have accomplished one or more of the following:
a. Demonstrated leadership through a strong personal commitment
to Equal Opportunity and Civil Rights programs.
b. Exhibited exemplary professional conduct and superior
leadership ability.
c. Demonstrated initiative, cooperation, and adaptability
while providing superior customer service.
d. Demonstrated sound working knowledge of all aspects of
the Equal Opportunity and Civil Rights missions.
e. Demonstrated commitment to addressing diversity related
imbalances in the civilian workforce.
f. Developed an organizational culture that values Equal
Opportunity and demonstrates strong support for conducting
cultural awareness activities.
g. Supported the use of Alternative Dispute Resolution (ADR)
and mediation to resolve complaints.
h. Promoted community outreach by building a positive public
image of the Coast Guard and supporting the Partnership in
Education (PIE) Program or other community outreach projects.
5. Nomination packages must be sent to the Point of Contact
(POC) listed in Paragraph 7 no later than 23 June 2021 and
include the following in MS Word format:
a. Letter of recommendation, not more than two pages, describing
the meritorious accomplishments that support the award criteria.
b. Award citation highlighting the nominee's accomplishments
(not to exceed 12 lines, 12-point font, single-spaced with one
inch left and right margins)
c. Command cover memo, with signature, forwarding the package.
6. COMDT (CG-00H) will convene an awards panel to select the award
recipient, and will notify individuals and nominating offices.
An ALCOAST will announce the winner.
7. POC: COMDT (CG-00H), Mr. Juan Torres, 202-372-4594,
