SUBJ: 2021 COAST GUARD ORGANIZATIONAL ASSESSMENT SURVEY (CG-OAS)
1. This message announces the launch of the 2021 Coast Guard
Organizational Assessment Survey (CG-OAS) for the United States
Coast Guard. The CG-OAS is designed and administered by the U.S.
Office of Personnel Management (U.S. OPM) and uses best practices
to assess workforce attitudes toward programs, policies, procedures
and initiatives, measure progress, and identify opportunities for
improvement at all levels of the organization.
2. The CG-OAS has been conducted biennially since 2002, and
its data is used throughout the Coast Guard to inform policy
and process changes. The Office of Diversity and Inclusion
recently developed a CG Inclusive Leadership Environment
(CGILE) index leveraging historical data. After survey
administration, unit results will be organized and made
available in CGBI and enable unit leadership to view changes
from historical and 2021 results.
3. Beginning around 17 May 2021, U.S. OPM will be sending email
invitations to all Coast Guard active duty, selected reserve and
civilian members. These emails will enable user-specific access
to the survey, and should NOT be forwarded to others. The survey
will take approximately 30-45 minutes.
4. Each unit must designate a unit POC, who must provide their
name, unit name, email address, and telephone number to the
program manager by 24 May 2021. Additional information and answers
to questions raised during survey administration will be provided
directly to unit's POC. The unit POC will serve as the local source
of information for the survey and will be provided tools to use the
information at the unit level. The survey administration staff is
available to answer questions and will provide the POCs with unit
response rates.
5. Every reasonable effort should be made to provide survey
participants time and access on Coast Guard workstations to
complete the survey. The survey may also be completed from
home computers with Internet access. Members who are underway
on cutters and experience connectivity problems should complete
the survey upon return to port. Survey administration is planned
to end on or about 13 August 2021. Cutters that need additional
time for members to complete the survey should contact the program
manager by email to coordinate additional time.
6. The CG-OAS is a powerful organizational improvement tool,
but its effectiveness depends on your participation. We are
all leaders - please take the time to complete this important
survey and encourage others to do the same. Thank you in advance
