Strategic Plan 2018-2022
1. The Department of Defense (DOD) Promoting Excellence in
Prevention (PEP) Award (Sexual Assault) is presented each year to a
military or civilian individual, group, or unit from each Service
including the National Guard Bureau and the Coast Guard. This
prestigious award recognizes those who undertook significant
efforts, whether ongoing or completed, that led to demonstrable
or helpful changes in sexual assault outcomes within their sphere
of influence.
2. In accordance with REF (A), I am pleased to announce the winner
of this year's PEP award; Commander Brendan T. Gavin, Staff Judge
Advocate, Ninth Coast Guard District. CDR Gavin led various
personnel assigned to Small Boat Units, Cutters, Sector, and
District through a moderated risk-analysis study of inappropriate
behaviors along the continuum of harm spectrum. This unique format
for training allowed for open dialog and discussion about
inappropriate behaviors, and allowed members to explore factors
leading to decision-making. These facilitated discussions created
a forum for participants to examine a situation and explore how
taking different actions along the decision-making pathway can
alter the outcome. The discussions allowed the participants to
identify barriers to pro-social behaviors and reveal options for
action in a conversational manner. CDR Gavin provided real-world
examples and exercises, discussed trends and patterns, and
facilitated discussions on common behavioral pitfalls that
negatively affect prevention and response actions needed to end
sexual harassment and sexual assault. Initiatives such as this one
from District Nine are the key to changing our culture at the
deck plate level. Through CDR Gavin's efforts, members of District
Nine are gaining the skills necessary to not only detect, but also
address and ultimately eliminate the type of behaviors along the
continuum of harm that erode safety and readiness. His discussions
support the "Climate" goal of REF (B) by encouraging crucial
discussions in a non-attributional environment. Congratulations to
CDR Brendan T. Gavin on your notable accomplishment!
3. I commend CDR Gavin for his contributions to the Coast Guard
above and beyond his assigned duties and I applaud RADM Cottrell
for nominating CDR Gavin for this award.
