OUTSTANDING LEADERSHIP AND MENTORING WITHIN THE C4IT COMMUNITY

1. I am pleased to announce LTJG Mariah Cato, COMDT (CG-933)
and Mr. Jeffrey Stuart, C5ISC are the active duty and civilian
recipients of the 2020 CDR John P. Dailey Award solicited in
REF (A).
   a. LTJG Mariah D. Cato is assigned to the Command, Control,
Communications, Computers, Cyber, & Intel (C5I) Acquisition
Domain (CG-933). LTJG Cato exemplifies true Coast Guard leadership.
As a C5I Officer, she has displayed unmatched expertise and has
become the mentor of choice for the COMDT (CG-933) Junior Officer
corps. LTJG Cato surpassed every leadership expectation by
seamlessly acting as the Contracting Officer Representative
(COR) on two critical contracts for the $568 million electronic
Health Records Acquisition (eHRa) program. When the incumbent
left unexpectedly, LTJG Cato assumed the COR role and maintained
uninterrupted service to Senior Officials across the Department
of Homeland Security and the Department of Defense. More importantly,
despite the complexities and overwhelming workload, she leveraged
her talents to concurrently provide essential support to ensure
the Coast Guard leveraged the DoD-hosted system and contractual
vehicles to generate electronic health records for over 50,000
Coast Guard personnel. LTJG Cato is an innovative and forward
thinking leader. She championed integration and utilization of
Coast Guard clinic staff across the whole Coast Guard by mentoring
and personally connecting with Health Service Technicians at Coast
Guard’s clinics. Her creative approach increased production and
directly fast tracked the eHRa program. LTJG Cato is a highly
impressive mentor. She wisely uses her vast experience not only
as a C5I Officer but as an Operations Specialist to benefit
others by combining personal and technical narrative to create
an environment ripe for personal and professional growth.
   b. Mr. Stuart is assigned to the Command, Control,
Communications, Computers, Cyber and Intelligence Service Center
(C5ISC) - Business Operations Department (BOD). He served in a key
role supporting the C5ISC Implementation Project Team (CIPT) and
later, as the Lead for the C5ISC’s Final Operational Capability
(FOC) efforts. Mr. Stuart quickly demonstrated himself to be an
exceptionally capable innovator, gifted leader, and ardent advocate
to better position the C5ISC to provide effective mission support
at the speed of need. Mr. Stuart was hand-picked to lead the newly
formed C5ISC to achieve Full Operational Capability. Recognizing
the overwhelming volume of work and complexity of relationships,
he proposed to leverage the Agile methodology and is leading a
culture shift in the C5I community for implementing rapid,
incremental capabilities, based on the principles of the Scrum
framework. Concurrently, he championed the establishment of a new
command performance improvement program and a performance benchmark
through which the C5ISC can measure its maturity. The massive
transformation of four commands into a single C5ISC has been the
most significant change in the careers of many of our combined 2,000
active duty, civilian, and contracted workforce. Whether it be a
one-on-one coaching session or a multi-organizational process
mapping workshop, Mr. Stuart aided every member of the new C5ISC
to become better. In doing so, he proactively improved the
integration of what were sub-optimally interfacing units into a
large but cohesive team, aligned to carry out the C5ISC’s mission.
2. This award was established in honor of CDR John P. Dailey, who's
distinguished Coast Guard career symbolized the highest standards
of excellence in leadership, professionalism, and mentorship. The
award is presented annually to one military and one civilian Coast
Guard employee. The 2020 winners were chosen through a review
process that included screening and final selection by a board of
senior leaders consisting of officer, civilian, and enlisted.
3. LTJG Cato and Mr. Stuart continue the tradition of outstanding
leadership and mentoring exemplified by CDR John Dailey. I
congratulate and commend them for their Service to the Nation,
Duty to People, and Commitment to Excellence. I am truly impressed
by the superior quality of leadership and mentorship exhibited by
all those nominated for this prestigious award. We have many
dedicated and capable individuals in our C4IT community. 
4. Winners will be recognized and presented their award by the
Assistant Commandant for Command, Control, Communications, Computer
and Information Technology this spring/summer in Washington D.C.
