1. This ALCOAST announces the convening of the FY22 SDP/AP
Panel. The SDP/AP panel will convene 11-12 May 2021.
2. SDP/AP are special pays intended to encourage officers
and enlisted personnel to consider fields of particular
importance to fulfillment of Coast Guard missions. SDP
and AP funding resources are limited and must compete
for the scarce funding available to the Coast Guard for
this purpose. Requests for which SDP or AP will be evaluated
on the following basis:
    a. SDP: Performance of duty requiring special qualifications
of difficulty and arduousness of a greater degree than that
expected of the majority of the Coast Guard personnel.
    b. AP: Assignments that are extremely demanding of time
and impose a greater degree of responsibility than that
expected of other members of similar grade and experience.
3. In accordance with REFs (A) and (B), the SDP/AP panel will
evaluate requests for new SDP and AP authorizations as well
as request to revalidate assignments or duties authorized SDP
in FY2021. Current authorized SDP/AP levels are contained
in REF (C).
4. All SDP and new AP authorization proposals must be validated
and affirmatively endorsed by the appropriate CGHQ program
managers (CGHQ PMs) annually prior to panel consideration.
Commanding Officer assignments will not be considered for
SDP or AP. New SDP/AP requests and validation of current
SDP/AP authorizations must be submitted via CGHQ PMs in the
specific memorandum format located at:

or COMPENSATION@USCG.MIL. SDP or new AP requests not in the
specified format will not be considered by the panel.
5. FY2021 AP authorizations do not require re-authorization;
only new AP requests need to be submitted per Par. 4 above
to receive panel consideration.
6. Previous fiscal year SDP authorizations are not automatically
re-authorized for FY2022. All prior fiscal year SDP and
unsuccessful AP request for which re-consideration is desired
must be re-submitted per Par. 4 above. SDP or AP requests
arriving after the deadline or lacking CGHQ PM endorsement
will not be considered by the panel. Waiver for the SDP/AP
request submission deadline will not be approved. SDP and AP
requests must include:
    a. Justification for the requested SDP/AP Level
(see Par. 2 above).
    b. Number of Positions affected. If the requested SDP/AP
to be tied to specific billets, provide a list with (PAL and
RPAL (if Reserve component personnel are to be included))
position numbers.
    c. Address potential billet changes for FY2022 and FY2023
and billet impact on operational requirements, if applicable.
    d. Provide detailed cost estimates for the proposal using
SDP level (SD1 thru SD6*) as a recommended level. SD pay rates
for SDP are contained in REF (A).
    e. Include specific conditions of eligibility for the proposed
SDP or AP, such as (but not limited to) locations, qualifications
required (along with any currency requirements), frequency of
performance for continued eligibility, and member status
applicability (Officer/Enlisted/both, Active component/Reserve
component/both). If Reserve component personnel are to be included
indicate for active duty (including ADT) status only, inactive duty
(drills) status only or both active duty inactive duty status.
*AP is payable at the same levels and increments as SDP, so use
SD-1 thru 6 levels to estimate AP cost.
