SUBJ:  SOLICITATION FOR ANNUAL UNIT AND PERSONAL MARITIME SECURITY
AND RESPONSE OPERATIONS (MSRO) EXCELLENCE AWARDS FOR 2020
1. Purpose. This ALCOAST solicits nominations for the CG Maritime
Security and Response Operations (MSRO) Excellence Awards for CY20.
2. Background. The MSRO Excellence Awards recognize a CG command
and individual that demonstrated outstanding contributions and
achievements in the PWCS mission, specifically in MSRO activities.
    a. The Captain Godfrey L. Cardin MSRO Unit Excellence Award will
be presented to one CG command. In 1918, as Commander of the CG New
York Division and New York Captain of the Port, CAPT Cardin led the
largest single command in the CG consisting of 1,400 officers and
crew, four United States Army Corps of Engineer tugs, and five harbor
cutters. His pioneering efforts defined the CG port security mission.
The most deserving command will receive a certificate and have its
name added to the plaque of past winners which is posted outside the
office of the Assistant Commandant for Response Policy, COMDT
(CG-5R).
    b. The BM1 John C. Cullen MSRO Individual Excellence Award
will recognize one officer, enlisted, or civilian member from
across the Service. BM1 Cullen received the Legion of Merit for
discovering and reporting the first landing of Nazi saboteurs
in the United States on 13 JUN 1942. His actions prevented the
planned destruction of maritime critical infrastructure. The
most deserving individual will receive a certificate, a CG-5R
coin, and her or his name will be added to the plaque of past
winners which is posted outside the office of the Assistant
Commandant for Response Policy, COMDT (CG-5R).
3. Eligibility. All CG commands, active duty personnel, reservists
on active duty, and civilian employees are eligible to be nominated
for their MSRO-related efforts in CY20.
4. Nomination Criteria.
    a. Captain Cardin Unit Award nomination criteria. All commands
are eligible. Commands recognized for this award will have
demonstrated exceptional performance worthy of special distinction
in the following categories:
        (1) Excellence. MSRO activities accomplished in a manner
which distinguished that command
from other comparable commands.
        (2) Initiative. Made significant improvement(s) in MSRO
activity execution or pioneered innovative programs/solutions. 
Examples may include:
             a) Developing a command instruction that improved use
of operational resources for MSRO activities.
             b) Exercising proactive public affairs and external
engagement program. E.g.:
                 1) Collaborating with local media outlets to report
the issuance of a Notice of Violation (NOV) to inform the local
population and deter inadvertent security zone (SZ) violations,
thereby making it easier to determine intent if terrorists violate
a SZ; or
                 2) Developing focused education programs for marinas
with high quantities of errant SZ violators.
             c) Providing feedback to the source of a suspicious
activity report thus confirming investigation.
             d) Best practices to deter interference with MSRO
activities by external threats (e.g., lasers, unmanned aircraft
systems (UAS), etc.).
        (3) Results. Number of quarters in CY20 in which the command
attained 85 % resource efficiency metric for MSRO activities as
documented on the Risk-Based MSRO report.
        (4) FIRs. Number of CY20 Field Intelligence Reports that
resulted from completion of MSRO activities by the command. Include
FIRs on interference with MSRO activities by lasers, UAS, and other
devices. Identify FIRs by unit serial number and FY.
        (5) Significant Enforcement Actions. Describe any significant
MSRO-related enforcement actions (e.g., NOVs, etc.) in CY20 and their
impact against facilities or
individuals.
        (6) Other. Additional relevant MSRO achievements not listed
above.
    b. BM1 Cullen Individual Award nomination criteria. Awarded to
the member who has demonstrated exceptional performance worthy of
special recognition in the following categories:
        (1) Excellence. Accomplished supervisory or non-supervisory
MSRO duties in an outstanding manner and set an example of excellence
for others. Exhibited sustained, high execution levels of MSRO
activities.
        (2) Initiative. Demonstrated skill and initiative in
completing one or more of the following:
             a) Designing new or improved MSRO equipment, work
methods, and procedures that reduced CG-owned risk, or saved
time, space, materials, or expenses, or improved safety while
executing MSRO activities.
             b) Creating inventions that yielded considerable reduction
in CG-owned risk, or saved time, space, materials, or other items of
expense related to MSRO.
             c) Improving safety of personnel while actively completing
MSRO activities.
        (3) Results. Demonstrated leadership in performing duties
that resulted in improved MSRO activity execution by the command,
including collaboration with other government agencies that perform
MSRO activities, promoted teamwork, and commitment to achieving
excellence.
        (4) Fortitude. Demonstrated courage or competence while
performing a MSRO activity under adverse conditions or that
resulted in identification of suspicious activity.
        (5) Other. Additional relevant MSRO achievements not listed
above.
5. Submission. Commanding Officers may nominate their commands,
subordinate commands, and/or an individual directly to the Office
of Maritime Security Response Policy COMDT (CG-MSR), NLT 30 APR
2021 via CG Memo, addressing command or individual nomination
criteria in the sequence shown in Paragraphs 4.A. or 4.B. If a
Paragraph does not apply, then indicate "N/A." Email CG Memo to
the POC indicated below.
6. Approval. A selection committee chaired by the Director of Law
Enforcement, Maritime Security and Defense Operations Policy COMDT
(CG-5RE) and comprised of COMDT (CG-MSR) Deputy, Division Officers,
and Master Chief will rank the nominees based on merit and levels
of accomplishments of the stated criteria.
