1. This ACN announces the promulgation of REF (A), which
updates REF (B).
2. REF (A) is an update to the Coast Guard emergency management
planning policy. It is not a complete revision of the Manual.
3. Major changes to the Manual include:
    a. Chapter 8 (Training) was updated to include new information
regarding the Emergency Management Specialist Couse (EMSC),
the OAR-18 Officer Specialty Code, and the new Coast Guard
Emergency Management Credential (CGEMC). Details for the
CGEMC are forthcoming and will be announced via separate
ALCOAST. Training and professional development opportunities
were also updated.
    b. Chapter 9 (Resources) was updated to reflect new information
found in U.S. Coast Guard Emergency Management Manual, Volume II:
Resource Management Policy, COMDTINST M3010.12D released
December 2019.
4. These changes will be incorporated into the next revision
of REF (A), which will be released within the next year.
5. REF (A) and all supporting policy documents are posted on
the COMDT (CG-612) websites at: http://www.dcms.uscg.mil/directives
