SUBJ: SOLICITATION FOR THE 2021 WOMEN IN FEDERAL LAW ENFORCEMENT
(WIFLE) AWARDS
1. Purpose: This ALCOAST solicits nominations for women who have
distinguished themselves in federal law enforcement.
2. Background: The WIFLE Foundation is a nonprofit organization
working to promote the value that women bring to law enforcement.
This year’s 21st Annual Leadership Training Conference will be held
16-19 August, 2021 at the Water Street Marriott Hotel in Tampa, FL.
The Awards Luncheon will be held on 18 August, 2021. The deadline
for award submissions is 31 March, 2021.
3. Award eligibility:
a. Julie Y. Cross Award: Awarded to an individual who displayed
an unusual degree of courage, stamina, and willingness to go above
and beyond the call of duty resulting in exceptional heroic
achievement in law enforcement. The exemplary act must have occurred
between 01 January, 2020 and 31 December, 2020. All full time, sworn
federal law enforcement officers are eligible.
b. Outstanding Federal Law Enforcement Employee: Awarded to an
individual who sustains a superior level of performance and serves
as a role model for women in law enforcement. Three accomplishments
must be cited within a five-year period, and one must have occurred
between 01 January, 2020, and 31 December, 2020. All full-time
federal law enforcement employees, sworn and non-sworn, are
eligible.
c. Outstanding Advocate for Women in Federal Law Enforcement:
Awarded to an individual whose contributions are substantial and
have broad impact in one or all areas of recruiting, retaining, or
promoting women in law enforcement. Contribution(s) or evidence
presented must have occurred or impact continues to occur between
01 January, 2020, and 31 December, 2020. All full-time federal
employees, sworn and non-sworn, are eligible.
d. Top Prosecutor: Awarded to an individual who demonstrates
exceptional work in obtaining convictions for individuals engaged
in crimes related to human trafficking, civil rights violations,
terrorism, or fraud. Prosecution must have occurred between 01
January, 2020, and 31 December, 2020. Individuals or groups of
full-time federal prosecutors are eligible.
e. WIFLE Leadership Award: Recognizes federal law
enforcement/private industry partnership and emphasizes the
importance of crime prevention. Nomination must show initiative or
effective partnership in creating a system or model that prevents
crimes, the impact of which was evident between 01 January, 2020,
and 31 December, 2020. All federal law enforcement officers, sworn
and non-sworn, are eligible.
f. Elizabeth Smith Friedman Intelligence Award of Excellence:
Awarded to an individual who demonstrated an exceptional or
sustained level of intelligence analysis and provided a substantial
or broad impact in one or all areas of the field of intelligence.
All full-time federal law enforcement personnel, sworn and
non-sworn, and full-time intelligence personnel are eligible.
Individuals or groups may be nominated.
g. WIFLE Partnership Award – Outstanding Contribution of a State
or Local Officer Serving on a Federal Task Force: Awarded to an
individual who demonstrated exceptional investigative work in a
task force investigating crimes related to human trafficking, civil
rights violations, terrorism, or fraud and served as a role model
for women in law enforcement. Investigation must have been concluded
between 01 January, 2020, and 31 December, 2020. All full-time State
or Local law enforcement officers are eligible.
4. Only those employees who were full-time with their agency as of
01 February, 2021 are eligible to apply.

6. Submission Process: Nominations must be submitted to MECM Daniel
Morales, ME Rating Force Master Chief, Daniel.J.Morales@uscg.mil, no
later than 31 March, 2021. Nominations should be in the form of
written justification and will not exceed three pages of narrative.
7. Travel will be funded for service selectees.
