SUBJ: SELECTION OF THE SENIOR PROCUREMENT EXECUTIVE
AND HEAD OF CONTRACTING ACTIVITY (CG-91)
1. I am pleased to announce the selection of Mr. Keith O’Neill
as the Coast Guard’s Senior Procurement Executive and Head
of Contracting Activity (CG-91).
2. The Senior Procurement Executive and Head of Contracting
Activity serves as the principal consultant and advisor on
procurement and contracting matters for the Chief Acquisition
Officer (CG-9) and provides expert advice to the Commandant,
Vice Commandant, DHS Under Secretary for Management, and DHS
Chief Procurement Officer on all Coast Guard contracting and
procurement policy issues. COMDT (CG-91) provides senior
leadership in the development of Coast Guard policies,
programs, and objectives to assure their proper execution
in accordance with applicable laws and Federal procurement
policy and regulations. Additionally, COMDT (CG-91) is
responsible for all contracting functions within the agency,
including the functional responsibility for over 500 civilian
and military personnel throughout the United States and abroad.
The Coast Guard spends approximately $3 billion each year
through more than 26,000 procurement transactions.
3. Mr. O’Neill joined the ranks of the Senior Executive
Service in 2012 as the Head of Contracting Activity and
Associate Director with the Department of the Interior’s
Acquisition Services Directorate. In this role, Mr. O’Neill
led a $75 million fee-for-service assisted acquisition
organization with over 200 FTP providing cradle-to-grave
procurement services (acquisition planning, market research,
solicitation, negotiation, award, administration, close-out,
protest defense, audit response, and data calls) to nearly
40 federal agencies. He served as Source Selection Authority
(SSA) for major acquisitions for the Department of the Interior
(DOI), Department of Defense (DoD), and FirstNet. He reviewed
and approved acquisition strategies, solicitations, source
selection decisions, and award documentation for requirements
valued in excess of $2.5 billion. His responsibilities included
executing contracts and cooperative agreements for various
missions including urgent and compelling aviation support,
Research and Development (R&D) for DoD and the Intelligence
Community. Since March 2020, Mr. O’Neill has been serving as
Acting Director of the Interior Business Center of DOI where
he leads and oversees the Acquisition Services Directorate
as well as the Human Resources Directorate and Financial
Management Directorate with operating plans totaling
$200 million and 700 FTE.
4. Prior to joining DOI, Mr. O’Neill served with the Coast
Guard as the Procurement Planning and Oversight Division
Chief in COMDT (CG-91), where he oversaw 48 contracting
offices and over 500 contracting professionals located
across the country and provided goods and services to
the 55,000 service members within the Coast Guard. In
addition, he managed the USCG Competition Advocate program,
Acquisition Planning program, Small Business program,
Internal Control Plan (ICP) program, Purchase Card program,
Ombudsman program, Simplified Acquisition Program, Green
program, and the Suspension and Debarment program. Mr. O’Neill
led the development and implementation of standard operating
procedures of various procurement processes throughout the
Coast Guard; oversaw the management of a $6 million operating
budget; reviewed and approved responses to congressional
inquiries; and, led and facilitated Government Accountability
Office (GAO) and Office of Inspector General (OIG) audits.
5. Mr. O’Neill will become a member of the U.S. Coast Guard
Senior Executive Service on 17 JAN 2021.
