SUBJ:  PROMULGATION OF THE COAST GUARD PERSONAL FINANCIAL MANAGEMENT PROGRAM

1. This ACN announces the promulgation of REF (A). REF (B) is hereby cancelled.
2. Major policy changes to REF (A) are as follows:
   a. Introduction of the Personal Financial Managers (PFM) roles;
   b. Requirements of each command with at least 25 members to have a Command
Financial Specialist;
   c. Financial literacy mandates based from the National Defense
Authorization Act for Fiscal Year 2016.
