SUBJ:  FY21 WORKFORCE PLANNING TEAM RESULTS – AFLOAT OFFICER INTERVENTIONS - UPDATE ONE

1. OVERVIEW: This message announces eligibility and submission updates to REF (A).
There was an insufficient response to the afloat bonus and currently not enough
candidates to fill all the O3 department head and executive officer afloat positions
for AY21. Per REF (A), eligible officers will receive a $40K bonus to accept and
execute orders to an afloat assignment. The officer will incur four years of active
duty service obligation.
2. ELIGIBILITY/SUBMISSION UPDATE: This ACN amends the eligibility for the afloat
bonus targeting all O3 officers who have completed a single tour afloat and hold
a current Deck Watch Officer (DWO) competency code.
   a. Paragraph 2.b. of REF (A) is hereby changed removing the Officer Specialty
Code (OSC), “OAF-10,” and is replaced with the “DWO” competency code. The section
is now: “2.b. LT/O3s must hold a current DWO competency code.” 
   b. The new deadline for CO signature is 24DEC2020.
Submission of bonus paperwork within the open period is essential to ensure eligibility.
3. POLICY: The $40k bonus is payable upon execution of orders when the active duty
service obligation begins. All other policies and standards in REF (A) not specifically
addressed in this ACN remain unchanged.
4. Our afloat workforce is essential to ensuring the Service is able to operate and
maintain the largest and sustained capital investment to date, our cutter fleet.
Officers who hold successful department head and executive officer positions are most
competitive for future command, promotion, and other career enhancing opportunities.
Afloat opportunities are not limited to those who have identified the operational
afloat career path as their primary specialty. Some of our most successful officers
have held another primary specialty, but have continued to rotate back to afloat
positions. Your leadership and ambition is needed!
