1. This ACN announces the promulgation of REF (A). REF (B) has been cancelled.
2. Major changes to REF (A) include:
   a. Chapter 1: General Concept and Policy.
   b. Chapter 3: Employment and Staffing.
   c. Chapter 4: Salary and Wages.
   d. Chapter 7: Administering Leave.
   e. Chapter 9: Disciplinary and Adverse Actions.
   f. Chapter 12: Reduction in Force.
3. No paper distribution will be made of REF (A), but it is available on the
CGPortal at: https://cg.portal.uscg.mil/library/directives/SitePages/Home.aspx, and
on the Internet at: http://www.dcms.uscg.mil/directives/.
