1. Purpose. This ACN announces policy updates to clarify the promotion eligibility
of reserve officers following one or more non-selections on the Active Duty Promotion
List (ADPL), contained in REF (A). This ACN also establishes fair and consistent
application of policy for every Reserve officer seeking placement on the Inactive
Duty Promotion List (IDPL) following one or more non-selections for promotion on
the ADPL, including Reserve Component Managers (RCMs) who also hold Reserve
commissions.
2. Discussion. Current policy requires a board or panel action to allow regular
and reserve officers who receive two or more non-selections on the ADPL to be
eligible for additional promotion year (PY) consideration on the IDPL. However,
there are significant differences to the policies governing regular and reserve
officers that complicate how many additional years of promotion consideration
on the IDPL that each may receive.Two non-selections for promotion on the ADPL,
IDPL, or combination thereof, normally ends an officer's eligibility for future
consideration of promotion.
    a. Regular Officers: Current policy outlined in Article 1.G.2.a.(3) of REF (B)
allows regular officers who have been twice non-selected on the active duty promotion
list (ADPL), who are not retirement eligible, and are scheduled for discharge, to
apply for a Reserve commission through the Regular to Reserve Appointment Panel.
This application may be made regardless of whether the officer has been non-selected
for promotion on the ADPL one or more times. If a reserve commission is offered through
the Regular to Reserve Appointment panel, and if otherwise eligible to remain in an
active status, those officers would then be eligible to be considered for promotion
on the IDPL for two additional PYs. No policy change is being made with regard to
Regular Officers or the Regular to Reserve Appointment Panel as outlined in REF (B).
    b. Reserve Officers: Reserve officers serving on Extended Active Duty (EAD)
appear on the ADPL. Current policies outlined in Article 7.A.6 of REF (A) are not
clear with regard to Reserve officers who are non-selected for promotion on the
ADPL one or more times. Unlike regular officers applying for a reserve commission
who normally receive consideration for promotion on the IDPL for two additional PYs,
policy for reserve officers, including RCMs, is not as clear. Article 7.A.6.c.(2)
of REF (A) states that Reserve officers who twice fail of selection on the ADPL
may be considered by an IDPL Designation Panel to affiliate with the Ready Reserve
and receive additional PY consideration on the IDPL. However, Article 7.A.6.d. of
REF (A) then states that commanders or lieutenant commanders who twice fail of
selection must be retained for not more than the minimum period of time necessary
to complete 20 satisfactory years for retirement, plus one additional year, if
required, if so recommended by the selection board in which the second non-selection
occurs. These two articles point at different Board/Panel actions required for
Reserve officers who are twice non-selected for promotion on the ADPL to remain
in an active status. In addition, neither policy clearly addresses reserve officers
who receive one or two non-selections on the ADPL.
3. Action. Effective immediately, the corresponding policies will be revised and
updated to read as follows:
    a. Article 7.A.6.c.(2) of REF (A) is replaced with: Officers in the grades
of commander and below with Reserve commissions who are non-selected for promotion
on an ADPL or RCM selection list one or more times must be afforded the opportunity
to be considered by a Reserve Officer Active Status Panel (ROASP), formerly known as
the IDPL Designation Panel, which will be convened at least one time each PY and may
be convened other times according to the needs of the Coast Guard. If selected by the
ROASP, reserve officers who were non-selected on the ADPL or the RCM selection list
must be afforded the opportunity for additional PY consideration on the IDPL. Based
on Service need, the ROASP will consider Reserve officers for retention in an active
status for up to two additional PYs on the IDPL. 
    b. The first sentence of Article 7.A.6.d. of REF (A) is replaced with: A
commander or lieutenant commander who is twice non-selected on an IDPL selection
board must be retained for not more than the minimum period of time necessary to
complete 20 satisfactory years for retirement, plus one additional year, if required,
if so recommended by the IDPL selection board in which the second non-selection occurs.
4. The updated policies comply with Article (a)(1) of REF (C) which states: "The Secretary-
may remove from an active status a Reserve officer who has twice failed of selection
to the next higher grade." The Secretary's decision whether to remove, or not remove,
a Reserve officer from an active status would include the Reserve Officer Active Status
Panel's recommendation.
