LIVING MARINE RESOURCES MARITIME LAW ENFORCEMENT SPECIALIST

1. Per Ref A, COMDT (CG-MLE) created a Special Experience Indicator (SEI) for
Living Marine Resources (LMR) Maritime Law Enforcement Specialists (CG-
SEI18). Officers assigned CG-SEI18 perform operations, mission management,
training, and policy development pertaining to LMR law enforcement. Officers
should be well versed with all policies, protocols, authorities and
jurisdiction as they relate to the mission program.
2. CG-SEI18 Officer Subspecialty Requirements (OSR) establishes standards
which contain qualifications, training, education, and experience necessary
to proceed through the LMR enforcement specialist competency. There are three
ways in which to demonstrate proficiency – Competencies, Education, and
Experience.
a. Level I: Not Applicable
b. Level II: This level requires the basic qualifications, training, and
experience that junior officers are expected to achieve during their first
assignment to an operational unit where LMR law enforcement is conducted. One
of the Regional Fisheries Training Center’s LMR boarding officer (BO) courses
must have been attended and the corresponding competency code must be
assigned. Additionally, a minimum of six months as a command certified LMR BO
must be achieved and the member must have conducted an LMR boarding as the
lead BO.
c. Level III: This level requires that officers build upon their level II
qualifications by completing a successful LMR post-graduate program followed
by at least 2 years of operational or staff assignment within designated LMR
enforcement billets. These are positions with demonstrated LMR program
management, planning, and oversight responsibilities. Waivers for experience
in lieu of education will be considered.
d. Level IV: This level requires that O-5s and above have at least five
years of assignment to LMR enforcement specialist billets and have at least 2
years as command cadre or program manager for units with LMR enforcement
operations.
3. All officers who are passionate about LMR law enforcement and meet the
requirements for this subspecialty are invited to apply for CG-SEI18. Any
waivers may be requested from CG-MLE-4.
a. Officers who are currently certified in TMT with any LMR BO competency
have been automatically batch added with the Level II code and do not need to
apply.
b. Officers who have successfully completed the CG-MLE-4 sponsored LMR/MA
Post Graduate program have been automatically batch added with the Level III
code and do not need to apply.
