SUBJ: FY2021 URINALYSIS DRUG TESTING ALLOCATIONS
A. Military Drug and Alcohol Policy (MDAP), COMDTINST M1000.10A
(series)
1. Per Reference (A), Commanding Officers (COs) and Officers in Charge
(OICs) are responsible for ensuring compliance with the Coast Guard’s
Drug Abuse Program. COs/OICs must conduct frequent, random
urinalysis tests throughout the fiscal year on a consistent
basis as a means to deter and detect drug abuse.
2. The mandatory drug testing requirements for FY21 remain at
100 percent of Active Duty/SELRES and 100 percent for new
accessions. To achieve 100 percent coverage thru random
selection, units must test 120 percent of their total PAL for
active duty and reserve by testing 30 percent quarterly, with
the recommendation units test at least 10 percent of their PAL
monthly. Specific testing frequency is left to unit discretion
so long as the 30 percent quota is met each quarter. The primary
method for selection should be the inspection random (IR) drug
testing code. FY21 urinalysis drug testing allocations are

published by PSC-PSD on the Drug Testing portal page.
3. Drug Testing Coordinators (DTCs), Alternate Drug Testing Coordinators
(ADTCs)and Major Command Coordinators (MAJCOMs) must use the new site
https://ftdtl.health.mil to register for a Forensic Toxicology Drug Testing
Laboratory (FTDTL) account. Preregistration requirements include the
following:
a. A completed and signed DD2875 System Authorization Access Request
(SAAR) dated within the past year.
b. You must attach your Cyber Awareness completion document dated within
the past year.
c. Route the DD2875 form and Cyber Awareness training through your
Supervisor, Security Officer and MAJCOM for signature. Designated MAJCOMs can
route their DD2875 to the PSC-PSD-FS program manager for review and final
approval.
d. Your designated MAJCOM will review the DD2875 form and Cyber Awareness
training for completion and accuracy then forward the DD2875 form and Cyber
Awareness training documentation to PSC-PSD-FS for final approval and FTDTL
account access.

f. Drug Testing Coordinators must use the DoD web-based Drug Testing
Program (DTP) Lite system, Version 5.4.1.1. Access to the system will only be
granted upon a completed DD2875 form, attached Cyber Awareness training and a
designation memo processed through your designated MAJCOM and forwarded via
email to the program manager for final approval.
4. Samples must be listed with the 10-digit DoD ID number (found on the back
of member’s ID card). Units with members generated on rosters from DA will
need to manually enter their DoD ID numbers into the roster if the number
does not appear. Units with samples listed with social security numbers will
be logged as untestable if the units are not granted waivers by PSC-PSD-FS to
be on the Tripler Army Medical Center (TAMC) exemption list.
5. Per Reference (A), Articles 6.I and 6.J, units must retain
urinalysis testing paperwork for the current year plus one
additional year. This includes 1) copies of the DD-Form 2624,
Urinalysis Ledger, Urinalysis Checklist 2) mail receipt showing
date samples were shipped, and 3) corresponding results from
TAMC for each testing event.
6. Per Reference (A), Article 5.D.2, units receiving positive
urinalysis results must report those results to the Coast Guard
Investigative Service (CGIS) for entry into National Instant
Criminal Background Check System (NICS). Upon notification of a
positive urinalysis result, CGIS will work with the unit to
determine if a CGIS investigation is warranted, versus a unit
investigation outlined in Chapter 6 of Ref A. Units must notify
CG PSC-PSD-FS of all positive urinalysis result outcomes,
including documented findings of “No Drug Incidents”.
7. MAJCOMS must review their responsibilities and assist units by closely
reviewing monthly drug testing reports to ensure specimens are processed IAW
reference (A). MAJCOMS must proactively address reported discrepancies,
especially those leading to rejected/untestable samples. Common errors can
be eliminated thru attention to detail by using DTP Lite and utilizing the
desk guides and urinalysis checklists provided on the Drug Testing Portal
Page. The TTP and MDAP are currently under revision to incorporate additional
requirements and other procedural changes.
