RESERVE ENLISTED WORKFORCE

1. This ALCGRSV provides guidance on the suspension of R-HYT for FY 2021 Reserve enlisted candidates. The active duty HYT guidance for FY 2021 is provided SEPCOR in Ref A.
2. Ref B, Ch. 8.B.7.b, lists Professional Growth Point (PGP)
requirements for Reserve enlisted members. Providing the training
opportunities and mentorship required to advance our enlisted
reservists requires active engagement by all Coast Guard Commands and
senior leaders, especially our Chief's Mess. R-HYT is designed to compel rating advancements and promote consistent personnel flow for the Reserve enlisted workforce.
3. IAW Refs B and C, R-HYT is hereby suspended through FY 2021 and no
waivers are required to be submitted. Reserve enlisted members who exceed their PGP on or before 30 September 2021 will be considered FY 2022 R-HYT candidates and will follow the procedures outlined in the FY 2022 R-HYT PGP waiver process message that will be released in the fall of 2021.
4. Although the year 2020 proved to be challenging for the entire
Service, our reservists continued to answer the Nation's call and
mobilized in support of many different missions.
5. To strengthen the health of our Reserve enlisted workforce and
improve our unity of effort, leaders must continue to educate
reserve members approaching or exceeding their PGPs. 334 potential FY
2021 R-HYT candidates were identified in the following categories:
A. E-8 and E-9 candidates: By-name list is centrally-managed by PSC-RPM to closely monitor mandatory retirements and 30 year waivers.
B. E-4 to E-7 candidates: By-name list is posted by District in which the unit is located on CG Portal at
https://cg.portal.uscg.mil/units/psc/psc-rpm/RPM1/SitePages/

6. Commands should properly counsel all E-4 to E-7 members who have
exceeded their PGPs and leverage the current suspension period to aid the members in advancing and reduce the number of future R-HYT candidates. Reserve re-enlistment interviews and EER counseling sessions provide excellent opportunities for commands to continually monitor PGPs and provide appropriate, targeted counseling.
