1. This ALCOAST announces an increase in formal Boarding Officer (BO) training availability.
While, the required annual throughput is approximately 450 graduates, historically more than
1250 unit requests are received for this training annually. On an annual average, MLEA
has produced between 650 and 720 graduates of formal BO “C” school training. Recognizing the
consistent operational demand, the Maritime Law Enforcement Academy (MLEA) plans to increase
capacity to train a total of 1,032 students for BO Training in FY21.
2. Two “C” schools provide BO training: the two week Boarding Officer Practical Course (BOPC)
and the five week Basic Boarding Officer Course (BBOC). In January 2020, MLEA began
graduating ME “A” school trainees ready for unit BO certification commensurate with their
BOPC and BBOC attendee counterparts. During FY20, the MLEA produced 626 graduates through
BOPC, BBOC, and ME “A” School despite Federal Law Enforcement Training Center (FLETC)
closures due to hurricanes and the ongoing pandemic.
3. In April, REF (A) announced availability of a temporary BO PQS program enabling units to
fully train and certify BOs organically. This waiver process requires COMDT (CG-MLE)
approval, to date 126 additional BOs have been certified.
4. MLEA has built capacity for 216 ME “A” school students, 360 BBOC students and 456 BOPC
students, for a total of 1032 total BOs in FY21. BBOC and BOPC “C” School quotas will be
filled per the priority order (1-3) established in consultation with programs and
operational commanders as described in REF (B). Based on the current BBOC and BOPC priority
wait lists and projections, all priority 1 and 2 students should receive orders to BO “C”
schools by April 2021. Anticipate open convenings for Priority 3 students to be made
available by May 2021.
