C. Cyberspace Operations Bulletin 02-19
1. As announced in REFs (A) and (B), the U.S. Coast Guard is making significant
progress in the multi-phased transition to Microsoft 365 (M365) with the migration
to M365 email. To date, over 62,000 of approximately 76,000 email mailboxes have
been successfully migrated.
2. Here is amplifying information on the remaining migration efforts including
guidance for users experiencing known issues following migration to M365 email.
   a. Blackberry users with Apple iOS devices are now being migrated and will
receive email notifications leading up to their transition date. Users who have
not yet taken the steps for the mandatory provisioning to Purebred should visit
the USCG Mobility website now to start this process at: http://cglink.uscg.mil/PUREBRED
(CAC required for access).
   b. Android users will not be transitioned to M365 email until an engineering
solution is fully tested and operational. Users will receive notifications from
the mobility team leading up to their transition date once the solution is ready.
   c. Users assigned to cutters with onboard email servers will not be transitioned
to M365 email.
   d. The majority of active shared mailboxes (SMBs) have been successfully migrated
to the cloud. Users experiencing issues with SMBs should submit a support request via
CGFIXIT and forward the ticket information to SMB-USCG-M365@uscg.mil.
   e. Legacy email-enabled public folders will not be migrated per REF (C). Units
who rely on email-enabled public folders must take action now to have them migrated
to a SMB. Existing email aliases, mail, and calendars will be retained with the SMB.
Information on this process is available at: http://cglink.uscg.mil/PFMIGRATE
(CAC required to access).
   f. Users who rely on query-based distribution groups (QBDGs) are experiencing
unforeseen issues once migrated. Owners of these distribution groups are advised
to submit a support request via CGFIXIT containing a list of their QBDGs affected
and forward the ticket information to SMB-USCG-M365@uscg.mil.
   g. PSTs are locally stored Personal Folder Files and will remain accessible
following user migrations to M365 email. Links to job-aids are included in the
pre-migration messaging to restore PSTs if they are not immediately visible once
migrated. PST files will be transitioned to M365 email beginning in late October.
Users will receive email notifications containing specific instructions and details
on this process. More information on changes to PSTs can be found
at: http://cglink.uscg.mil/PST and at: http://cglink.uscg.mil/M365_FAQs
(CAC required to access).
3. Given the large-scale effort of migrating over 76,000 mailboxes throughout the
migration period, some users received notifications with little notice, and we
apologize for any inconvenience. Every attempt is being made to ensure remaining
users receive timely email notifications containing amplifying information and
instructions leading up to their migration.
4. Additional SITREPs will follow as the Coast Guard continues its multi-phased
transition to the M365 Cloud Office Solution. Follow-on SITREPs will address the
use of OneDrive (commercial cloud file accessibility) and the replacement for CVR
TEAMS. Users are encouraged to regularly check for additional updates and available
resources on the COS website at: http://cglink.uscg.mil/CG-COS (CAC required to access).
Internet-accessible information is posted at: www.uscg.mil/cloud.
