SUBJ: 2021 HIGH YEAR TENURE (HYT) PROFESSIONAL GROWTH POINT (PGP) WAIVER
PROCESS FOR THE ACTIVE DUTY ENLISTED WORKFORCE

1. This ALCGENL provides amplifying guidance on the HYT PGP waiver process
for 2021 active duty HYT Candidates. Reserve Component HYT decisions are
made separately.
2. Active duty enlisted members who reach or exceed their PGP on or before
31 December 2020, to include members serving on a current waiver that
expires in 2020 or 2021, are considered 2021 HYT Candidates.
3. 2021 HYT Candidates in paygrades E-3 to E-8 that desire to remain in
the Service, to include those 2021 HYT Candidates with an approved
retirement or separation, must submit a waiver request IAW Refs A and B.
A. CG PSC-EPM will grant waivers IAW Ref B. All waivers granted for 2021
HYT Candidates will include advancement authority and will expire in 2023.
B. Members granted a waiver remain subject to all Coast Guard policies and
processes, including but not limited to reenlistment eligibility,
assignments, and separation authorities.
C. 2021 HYT Candidates that do not submit a waiver request must separate
or retire in accordance with Chapter 3 of Ref A.
4. HYT candidates in paygrade E-9 remain ineligible for waivers and must
submit a request for retirement no later than six months prior to their
required retirement date as identified in article 3.G.1 of Ref A. 
5. 2022 and 2023 HYT Candidates: Active duty enlisted members who exceed
their PGP on or before 31 December 2021, to include members serving on
waivers that expire in 2022, will be considered 2022 HYT Candidates and
will follow the procedures outlined in the 2022 HYT PGP waiver process
message that will be released in the fall of 2021. 2023 HYT Candidates and
members serving on waivers expiring in 2023 will follow the 2023 HYT PGP
waiver process.
6. 2021 HYT Candidate List: The initial list of 2021 HYT Candidates is
posted on the CG PSC-EPM-1 HYT Portal page,
https://cg.portal.uscg.mil/units/psc/psc-epm/SitePages/HYT.aspx. Commands
shall notify CG PSC-EPM-1 immediately of assigned candidates erroneously
excluded, incorrectly identified, or are awaiting action by a medical or
physical evaluation board. 
A. The Time in Service definition for active duty enlisted members
identified as 2021 HYT Candidates is based on all military service
reflected in the Active Duty Base Date (ADBD) in Direct Access. If a
member believes their ADBD is incorrect, they should request a Statement
of Credible Service to verify their ADBD through their unit admin office
and immediately notify CG PSC-EPM-1 of any corrections.
B. 2021 HYT Candidates on the list who were reduced in rank and fit the
criteria in article 3.D.2.a of Ref A shall contact CG PSC-EPM-1 through
their commands immediately.
C. 2021 HYT Candidates on the list who advance or promote to a higher
paygrade prior to 31 December 2020 and are below the PGP for their new
paygrade must contact CG PSC-EPM-1 to have their name removed from the
list.
D. Command Checklist: CG PSC-EPM-1 developed a command checklist to aid
commands in reviewing the records of their members identified as HYT
candidates. The goal of the checklist is to identify issues that may delay
or exempt a 2021 HYT Candidate from separation or retirement. This
checklist should ONLY be sent to CG PSC-EPM-1 if there is reason to
believe a member identified as a HYT candidate should not be separated or
have their separation held in abeyance. A digital copy of this checklist
may be found on the website identified in paragraph 6 of this message.
E. CG PSC-EPM serves as the sole authority for exempting members from HYT.
No member will be deemed exempt from HYT until commands receive
confirmation from CG PSC-EPM-1 that an exemption request is approved.
F. Please send all inquiries and checklists to CG PSC-EPM-1 at the

7. Timeline:
A. 13 November 2020: Command checklists are due to CG PSC-EPM-1 for those
commands requesting exemption or abeyance. Checklists may be submitted
after this date if new information arises that may exempt a member from
HYT. Please see paragraphs 6.D-F of this message for further information.
B. 13 November 2020: Deadline for 2021 HYT Candidates in paygrades E-3 to
E-8 to submit a waiver request to CG PSC-EPM-1. 
C. December 2020: Candidates notified of waiver approval.
8. Waiver Submission Process:
A. E-3 to E-8 candidates identified as 2021 HYT Candidates desiring to
serve beyond their PGP shall submit a CG Memo NLT 13 November 2020 to the
following e-mail address: HQS-SMB-CGPSC-EPM-1-HYT@uscg.mil.
B. Candidates granted a waiver may be required to PCS based on service
need. Members should engage with their Assignment Officer to discuss
available opportunities.
C. Candidates with an open Physical Disability Evaluation System (PDES)
case should submit a waiver request; however, further continuation in the
Service will depend on the final determination of the PDES case.
Information regarding PDES cases may be found in article 3.E.2 of Ref A.
9. Memo templates and FAQs with additional 2021 HYT information are
